RE: Proposal for Planning Assistance – 2050 Comprehensive Plan Update
Dear Mayor Kronmiller, Members of the City Council, and Administrator Morell :
The City of Scandia is seeking a scope of work for preparation of the 2050 Comprehensive Plan.
With our extensive experience and deep understanding of municipal planning, we are ready to
help Scandia navigate the process and deliver a practical, useful document that will guide land
use and infrastructure decisions for many years. Our commitment to creating safe, sustainable,
and beautiful communities aligns with your city's vision.
Scope of Work
Bolton & Menk staff have facilitated, prepared, and implemented comprehensive plans for a
variety of clients and for many decades. This scope provides a high level of what we can provide
to Scandia with refinements made after we are chosen to complete the work.
Assumptions
This quote is based on the following assumptions:
• The process will be led by city staff with review by the Planning Commission during its
regular meetings.
• Community engagement is not included in the scope, but options have been provided
that can be selected and incorporated.
• Specific system plans/technical analyses, such as Parks Plan, Utility Plans, or
Transportation Plans, are separate documents and are not part of this proposal.
• The scope does not include high-level visioning but rather is an update to the existing
plan to meet the minimum requirements established by the Metropolitan Council.
• The existing 2040 Comprehensive Plan will be used as a starting point for the updated
document and portions that can be reused will be updated and incorporated into the
new document to minimize the cost to the city.
Task 1: Project Initiation and Project Management
Project Kickoff: The Bolton & Menk project team will attend a project kickoff meeting with the
City of Scandia staff to discuss the needs and finalize the scope of work.

Issue Identification: Understanding the issues and expectations of staff is essential in defining
where our efforts should be focused. We expect the city staff as well as elected and appointed
officials to provide insights and desired outcomes and any community-specific items to be
considered.
Project Management: This process involves regular coordination and updates to the staff, to
review progress and provide direction.
Planning Commission and City Council Review: We will provide updates of the chapters to the
Planning Commission and City Council as part of their regular monthly meetings. We anticipate
this will coincide with Bolton & Menk’s regular attendance of Planning Commission and City
Council meetings and the time allotted for this task is for preparation of materials.
Task 2: Community Engagement
Community engagement services were removed from the scope and compiled as separate
options. Once the City Council determines the desired community engagement, Bolton &
Menk’s role will be incorporated into the agreed-upon scope. We can provide additional
engagement such as additional commission meetings, an open house, or in-person pop-up
events. Details on additional costs and timing will be discussed.
At all of the in-person and online engagement opportunities, we can provide
materials/handouts in other languages at additional cost. Depending on availability, we may
also be able to have staff present to speak to residents in multiple languages if that is desired.

Task 3: Introduction, Goals, and Vision
We will review the existing Comprehensive Plan and work with staff to identify any desired
updates. We will have a discussion with Planning Commission and City Council to confirm the
updated vision and goals.
Task 4: Demographics
We will draft a new chapter of demographics and community composition to meet minimum
requirements of the Metropolitan Council.

Task 15: Preliminary Submittal, Public Comment and Plan Revisions
We will submit the draft plan to the Metropolitan Council for a preliminary review. We have
budgeted 38 hours for plan revisions and to address Metropolitan Council comments prior to
the public comment period. We will then review and respond accordingly to public comments.
Task 16: Plan Adoption
Public Comments: This process involves final adoption of the plan. We will prepare adjacent
and affected jurisdiction review materials. We will respond to public comments.
Accessibility: Bolton & Menk staff will endeavor to use best practices for document
accessibility. However, additional accessibility considerations may be desired for maps and
tables found in the plan. Converting those documents into an accessible format will add to the
cost of this effort. We are happy to amend the scope to address accessibility however it is
desired by the community.
Planning Commission Public Hearing: Bolton & Menk staff will attend a public hearing at the
Planning Commission to present the final draft 2050 Comprehensive Plan and to answer
questions.
City Council Approval: Bolton & Menk staff will attend the City Council meeting to present the
final draft 2050 Comprehensive Plan and answer questions.
Estimated Fees
Bolton & Menk estimates the fee to complete the above scope of work is approximately
$82,000. A breakdown of the estimated hours and fee is as follows:

In recognition of the continued partnership between Bolton & Menk’s Planning team and the
City of Scandia, we offer a $5,000 fee reduction. We hope that shows our appreciation for the
opportunity to do this work and for the great collaboration we enjoy with the city’s team.
Additionally, Bolton & Menk is pleased to offer that if the scope and fee are agreed upon, this
work can be performed without an additional contract through our existing contract for On -Call
Planning Services as an Additional Service. Bolton & Menk will tr ack the project separately from
the ongoing planning and zoning work done with the city for ease of fee tracking and invoicing.
The agreed upon scope would be established as an amount not to exceed and would be billed
monthly.
