04. 07.06.2026 PRC Minutes DRAFT City of Scandia Parks and Recreation Committee Monday, July 6, 2026 A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and on Zoom. Present: Greg Zauner (Chair), Dustin Hegland (Vice-Chair), Amy Shattuck, Laura Weber, and Kathy Sanville. Also Present: Kyle Morell (City Administrator). Zauner called the meeting to order at 6:10 pm. A quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Hegland motioned to approve the agenda; Weber seconded. Motion carried unanimously. APPROVAL OF MINUTES Zauner called for any additions or corrections to the June 2, 2026, minutes. No additions or corrections were submitted. The minutes stand approved as documented. REPORTS Chair Report Zauner offered no report, stating all items he would discuss are already on the agenda. OLD BUSINESS Taco Daze Pickleball Tournament Terry Gorham talked about the planning and running of the pickleball tournament at Taco Daze. The tournament is open to 21 teams of 2. Each team is guaranteed seven games as part of a round-robin and single-elimination format. Registration opens in mid-August, with applications submitted to the City. Shattuck offered to assist with the tournament's operations during Taco Daze. Vinterfest Planning Zauner presented a Financial Summary of Vinterfest 2026. The report shows income from sponsors, the cost of events, and the cost to the City to assist with the event. The total cost of the event was approximately $30,000. More than half of that was paid for by sponsors. The City spends approximately $10,000 per year on event assistance, shared between public works and office staff. The financial impact on the community is unknown, although some restaurants have reported good sales weekends. Sanville suggested focusing on more non-weather-dependent events, since those events are canceled when the weather does not cooperate. Zauner stated Gammlegarden and the Scandia Heritage Alliance also put on events during the weekend at their locations. Weber and Sanville wondered whether there was a way to quantify the number of visitors for both the hockey tournament and other events. This would help the Committee focus its efforts on events that generate the most traffic. Weber suggested a music event in the Community Center during the day. Zauner stated the event would proceed as planned in 2027, and the Committee will look to re- evaluate in 2028. Zauner asked the City to seek funds from the bank to help sponsor the fireworks. Master Plan Capital Plan Project Discussion Staff presented the revised Master Plan Capital Project list. The Committee asked the list be modified to remove the last two columns and then printed so they could pick up the sheets for review. This item will be added to the August agenda. PRC Operational Calendar August has Taco Daze Planning and Winter Recreation Planning. June 1, 2026 Scandia Parks and Recreation Committee Page 2 of 2 NEW BUSINESS July Farmer’s Market Sanville is working the Farmer’s market for the Park and Rec Committee on July 8. She will talk with Bee about park handouts. Park Tour Discussion The Committee toured Lilleskogen Park before the meeting. They concluded that a pavilion at the park is not practical. They will tour Wayne Erickson Park before the August meeting. Park Committee Shirts Zauner stated that the members can order Park Committee shirts from the City. Members will need to speak with office staff to order shirts if they are interested. Voting for Community Fun Day Stories Staff printed copies of the stories for the Committee to review. They will email staff with their winners to be presented at the August 19 Community Fun Day Event. AGENDA FOR NEXT MEETING The proposed agenda for Monday, August 3, 2026: 1.
