It started with a welfare check on a missing dog. WCSO Community Service Officer Calvin
Mankowski drove to the caller’s home, knocked on the door, made a few phone calls,
sorted out the details, and learned the pup had already been reunited with its owner — a
simple, happy ending. But what most people don’t realize is that even this seemingly
small incident took about an hour of work to resolve.
Since the CSO program launched at the end of 2023, this crew has become an invaluable
part of the Sheriff’s Office, assisting with medical calls, checking on community concerns,
helping stranded motorists, supporting crash scenes, managing road closures,
transporting jail inmates and so much more. Every one of these tasks saves deputies
valuable time, keeps them available for emergency calls, and helps reduce overtime.
CSOs are college students preparing for careers in law enforcement. They’re trained and
certified in medical response, and the program has become one of our strongest
recruitment pipelines, already producing three sworn deputies.
We hope that the next time you see a CSO you’ll give them a quick thank-you. They might
be small in number, but they’re mighty in impact and truly part of the WCSO team.

Shortly before noon on July 21, a deputy responded to check on a resident
who had a history of multiple falls, some resulting in her being unable to
move or get help for hours or even days. A caller had reported that the
resident hadn’t arrived for a volunteer shift that she had been excited about
the previous day. The caller said she had tried contacting the resident
several times with no success, and that the resident had told her if she ever
wasn’t responding to kick her door down to check on her. The caller told the
deputy she had, in fact, done that in the past and told the deputy which door
to attempt to enter. At the home, the deputy knocked on mulitple doors and
checked windows but got no response, and given the resident’s history
decided to kick the door specified by the caller. After getting into the house,
the deputy found that no one was home. A neighbor then approached and
said the resident had been picked up by another neighbor and taken to a
hospital at around 9am. The caller’s husband arrived to secure the door,
saying he would have the volunteer organization replace the door because it
was so easy to breach.

We at the Sheriff’s Office often get called for help during people’s worst moments, so
when we get to share one of the most joyous, we get pretty excited about it. And it’s not
always a deputy responding: This time it started with one of our excellent public safety
telecommunicators.
Early the morning of July 21, PST Tawnie Hancock answered
a 911 call she’ll never forget. A Newport couple was
expecting their first baby, but it was coming early — as in,
right then, during the 911 call. Luckily for the new dad on
the line, Tawnie had previously been a paramedic in South
Carolina, where she had helped deliver 29 babies in person.
But this was her first time guiding a delivery over the
phone.
Seven minutes after Tawnie answered that 911 call, a baby
boy’s first cry came through the receiver. Thanks to Tawnie
and the quick arrival of deputies and paramedics, the
family members all received the care they needed. We’re
glad to be able to say that at last report, all are doing well!
Everyone at the Sheriff's Office is happy to congratulate the new parents, and I’m proud
to have people like PST Hancock on our team of dedicated professionals.
