06.a3 08-07-2026 Work Session August 6, 2026 A Special Work Session meeting of the Scandia City Council was held on the above date. The meeting was conducted in the Council Chambers at the Scandia Community Center and over an electronic platform. All participants who joined the meeting remotely could hear each other and contribute to discussions. Mayor Steve Kronmiller called the meeting to order at 6:30 p.m. The following were present: Council members Jerry Cusick, Kirsten Libby, and Mayor Steve Kronmiller. Absent: Mike Lubke. Staff present: City Administrator Kyle Morell and Fire Chief Mike Hinz. APPROVAL OF THE AGENDA Gribble, seconded by Cusick, moved to approve the agenda. Motion carried unanimously. CITIZEN REQUEST FOR ACTION – NOISE ORDINANCE – ROSEANNE LOFTGREN Roseanne lives in the Cottages and expressed concerns over the ongoing construction in the City. Currently, it is from the Scandia Heritage Alliance work site. Four of the last six years have involved construction all summer, making it difficult for residents to enjoy being outside. She is also concerned about the loud trucks and motorcycles. Councilmember Cusick explained the City has a noise ordinance and does its best to enforce it, but with only one contracted deputy, enforcement is difficult. Council took no action on this item. CITIZEN REQUEST FOR ACTION – DISC GOLF COURSE The resident who requested this item was not in attendance at the meeting. Council took no action on this item. 2027 DRAFT PRELIMINARY BUDGET Staff presented the 2027draft preliminary budget to Council. The proposed net levy amount is $3,317,100, a 6.53% increase over 2026. This is primarily due to a $147.270 increase in debt service payments for the 2024 Road Project. The 2026 levy amount was $162,828; 2027’s levy amount is $310,098. This is due to $200,000 in project savings, which was used to reduce the 2026 levy amount. The increase in this single line item accounts for 4.57% of the proposed 6.53% levy increase. All other City activities are proposed to increase by $63,224, a 1.96% increase over 2026. The budget includes a 3.5% wage increase, which Council can change if desired. All insurance line items have been increased by 10%, and will be amended when actual amounts are known. A 5% increase has been added to all contracted services. Council asked for a Request for Proposal (RFP) to be prepared for all contracted services for which an RFP has not been done in the last 5 years. Staff will prepare RFP documents for legal and engineering services, as an RFP for planning service was done in 2022. Council stated this is not a reflection on the services the City has received, but more out of a responsibility to ensure the City is watching its expenses. The next budget presentation will be at the September 3rd work session.
