Subject: Cannabis and Hemp Retail Registration Form
Background:
The State has approved the growth, manufacturing, and sale of hemp and cannabis products.
All companies that wish to grow, manufacture, or sell such products need to apply to the State
of Minnesota for a license. The City is to confirm compliance with local zoning ordinance as
part of the state licensing process.
Once approved for operation by the state, cannabis and hemp companies are required to
register with their LGU on an annual basis. The attached registration form was prepared by our
City Attorney. The fees on the form do not match the Cannabis Registration Fees the City
approved as part of the 2026 Fee Schedule. I have inquired whether the fees on the form are
state-imposed limits or if the City can impose its own registration fees. I will let you know what
I find out. Regardless, I believe the City will need to modify its fee schedule because it does not
include hemp-based businesses, which are also required to register with the City.
I will know more on Tuesday and will advise how to proceed.

product, hemp edibles, or a hemp derived edible consumer product or any other logo, picture, image, or symbol intended
to denote or suggest cannabis, hemp, or related paraphernalia. Additionally, a business logo containing the above
depictions is not be displayed as part of any exterior signage. No products, interior signage, advertisements, or like
attention-getting items are placed or displayed that may be visible from the exterior of the cannabis or hemp business.
