Re: Replacement Chest compression System
Background:
We currently have and use a Lucas 2.0 that was purchased with city, lions & fire relief funds in 2015 at a cost of
$14,417.33. This model has become obsolete and is no longer supported (letter attached). This device is used to
preform chest compressions on a pulseless patient. For your information when a person preforms CPR they become
tired very quickly and as that happens they become less effective in CPR. This machine can perform excellent CPR for
hours with no loss in performance; this gives the patient the best chance for a full recovery. We have used this unit
multiple times with great results.
We have received a quote from Stryker for a Lucas 3 (which is the current version & both ambulances use this
version) at a cost of $19,715.66. This includes a trade-in of $3,000.00 for our current Lucas 2. I have attached the quote
for your review. There is a 3-4% increase as of October first 2026, which is an increase of $672-$896 in cost. Stryker
has agreed to take this order by 9/30/26 and not invoice or deliver until 2027 if needed to hold the price
Issue:
Should the City Council approve the replacement purchase of the Lucas 2 that is now obsolete?
Proposal Details:
Place order with Stryker per quote 8-24-26 – Lucas with a delivery & invoice date of January 1st 2027 or as
directed by the city council
Fiscal Impact:
The project is in the CIP for 2027 and costs estimates were $18,000.00. The current Estimate is $1,715.66
over estimated.
Options:
(1) Approve replacement of Lucas 2 with Lucas 3 with payment & delivery 1/1/27.
(2) Approve replacement of Lucas 2 with Lucas 3 with immediate payment & delivery
(3) Decline replacing
Recommendation:
Option 1
