3. 4 Email from Friends of LHL attorneyNeil Soltis From: Stephen Bubul <sjbubul@gmail.com> Sent: Thursday, April 27, 2017 1:19 PM To: c.maefsky@ci.scandia.mn.us; n.soltis@ci.scandia.mn.us Subject: Log House Landing Ramp Mayor Maefsky and Mr. Soltis: Hello. My name is Steve Bubul, and (as the Mayor knows) I'm an attorney who has been working with Friends of Log House Landing (FLHL) for the last couple years. My role has been to give general advice on legal issues that relate to the various proposals for the future of Log House Landing Road and the access ramp. I am "of counsel" at the law firm of Kennedy & Graven, and my law practice in the past focussed on public finance and municipal law. I'm contacting you in connection with the letter the Mayor received from Ed Summersby, owner of the land adjacent to the road on the south side. I do not represent the Summersby family, but the FLHL group asked me to review the survey that Ed mentions in his letter, and asked for my general advice on what it means for the ramp options that the City Council is now considering. I do have some thoughts on that matter, and would like to suggest that it might be helpful to arrange a meeting (or at least conference call) with me, the Mayor, the City Administrator and City Attorney to discuss the encroachment problem and how it might be resolved. As this was brought to me by FLHL, it might also be appropriate to have one of their members on the call as well. (Another plus is that I know your city attorney we formerly practiced together at Kennedy & Graven.) Ideally, this would happen before the May 3 Council meeting, when the Council is scheduled to act on the various options. Please let me know if you think this can be arranged. I can be reached at this email, and at 612-597-3876. Thanks much, Steve Bubul
