I just watched a very wide large boat with a windshield and a 200 HP motor go down to launch at Log House
Landing. Most of the boats I see go down there are much larger than the old 17' fishing boats. As long as the
landing stays open, we will continue to see that overuse/abuse of the little landing site.
The NPS intended the little site to be carry -in only, the DNR has stated carry -in only on their website. The
family that donated the property and own half of the landing requested that Scandia create a small park. As long
as that landing, especially as an official boat launch with a concrete ramp is kept open by Scandia the problem
with erosion and abuse of the site will occur.
I hope that Scandia will take their responsibility to help protect this "Wild and Scenic River" seriously and
follow the original values and guidelines set forth by the Lower St. Croix Management plan and the National
Park Service.

To Scandia City Council: I oppose the construction of a oversized and scenically inconsistent concrete ramp for access to the
St. Croix river at Log House landing. Such a ramp would encourage the use of larger boats that are inconsistent with the wild
and scenic river designation given to the St. Croix. Morever, there are no proposals for checking for milfoil or zebra mussels
which larger boats could bring to the river. I believe that the "do nothing" option is probably the best for now, recognizing
that at some future date additional plans to prevent erosion and maintain the access will be necessary. My husband and I
own a cabin on the St. Croix and pay real estate taxes on this property. In this instance, I would like my voice to be

Dear member of Scandia City Council,
I believe the best decision for any improvements to made to the Log House Landing boat ramp would be to designate it
as a cary in access, option # 3.
My family owns a small section of river front property a short distance upstream from the landing ramp. Access to the
waterline is down a steep grade very similar to that of the boat ramp. Every year the river erodes this section of river
bank more and more. To leave the boat ramp as is would be to watch it deterirote, eventually being of use to no one.
The proposal to concrete the ramp is totally inappropriate for this particular settiing and as a Scandia taxpayer I consider
it to be fiscally irresponsible.

I was not able to attend the public hearing the other night due to work, but I wanted to write in support of the carry -in option._I
lived in Scandia for many years and now currently live in Marine on Saint Croix.
My hope is that the Council will realize that we need more champions for the land, for nature, and for preservation. People like
John Muir are the visionaries who have made this country great and my hope is that there are also visionary members of the
council who will follow in his footsteps.

Honorable Mayor and Councilmembers
I am writing to express my support for the "Carry -In" Option at the Log House Landing for the following
reasons:
1.) It will be the least expensive over the long-term.
2.) If you endorse this option, there will be no problem raising funds from individuals and organizations for this
project. My guess is that it will cost the City very little if this choice is made.
3.) The vast majority of Scandia Residents at the meeting on Tues April 25th were in support of the Carry -In
Option.
4.) There are two excellent landings within a short distance for those who want to launch larger boats
The only other likely option is the "Leave it the way it is". This kicks the can down the road but it does not
solve the issue.
I know most, if not all of you, are sick of discussing this issue. If you vote for the "Leave it the way it is"
option, you will be discussing it again at some point in the future.
Please vote for the "Carry In" option as it is the right thing for the preservation of this beautiful and historic site.
And it will end this debate once and for all.
You will be doing a wonderful thing for all of our grandchildren by preserving this uniquely Scandia site.

To Scandia's City Council:
Thank you for hearing from the many constituents who feel strongly about the fate of Log House Landing.
Since the public forum on March 25th I have thought about my intention to support the canoe carry/walk-in
option. While I listened to the many perspectives that you also heard, I realized that all of us may have been asking
for a similar solution... even while we communicated our preferences for one option or the other. I wonder what
you, our representatives, heard?
Here's what I heard. I heard passion for the freedom to recreate on a beautiful, wild and scenic river
—a National Park that we all feel personally connected to. I heard that many many locals prefer to enter the park
from Log House vs. any other option, for many reasons. What rang loudly, "leave Log House Landing the way it is".
The opportunity for the City of Scandia regarding the future of Log House Landing includes our role as
fellow stewards of the St Croix National Wild and Scenic River, as good neighbors to the private landholders who
must be responsible environmentalists by law (we must abide by the rules concerning easement setbacks, building
restrictions, and environmental stewardship), and to the many interests among all citizens who share ownership of
the river. We should include the National Park Service, and other authorities in our decision-making as well, whose
position is unbiased and de facto responsible for the health and longevity of the River ecology.
Log House Landing, as I understand it, was dedicated to the township of Scandia as a public park and
canoe put -in by a private landowner. That was 100 years ago, hard to believe. Use of the landing has changed with
the times, but the size and fragility of this site has bowed to the demands, and it is showing its limits and fragility.
The modesty of this lovely place is testimony to the vision the National Scenic River in the first place. "Minnesota's
Wild & Scenic Rivers Act: Enacted by the Minnesota State Legislature in 1973 to create a statewide system to
preserve and protect rivers in Minnesota with outstanding natural, scenic, scientific, historic, cultural, and
recreational values." There are many access places for large and small trailered boats up and down the river. If
those sites are inadequate due to river depths, inconvenience, etc. that is unfortunate but those issues should be
addressed by those landings. The burden to accommodate larger boats should not be added to the role of Log
House Landing. The National Park Service seems to agree. We too must agree to preserve and protect, while
supporting the river's recreational values. Just as my property is not appropriate for a commercial site, it is much
for valuable and appropriate as a farm preserve, Log House is not appropriate as a marina. Let's agree to nurture
Log House Landing to be the place it is. It will serve all of us to its capacity. The River offers us so much, it is up to
us to support its capacity as well as its limitations, to preserve and protect it where and when we can.
I hope that more private landowners dedicate some of their property to public use in the future. Scandia
has an opportunity to share in both this opportunity as fellow stewards, as well as visionaries. This requires
discipline, and thoughtful citizenship. The River asks us to represent the river.

Dear Scandia City Council and Mayor Maefsky,
I write regarding the Log House Landing proposal. First, I thank you for the very helpful meeting last week, April 25. It
feels good to have the community and the leadership come together to have good, respectful communication about
issues many folks have a great passion for.
I live at 20685 Quinnell Avenue. My property abuts the railroad tracks so I am only 1000 feet or so from the landing. I
walk there almost daily and love the natural scenery and every once in a while I get to meet folks using the landing. My
own non-scientific survey shows that the big rigs that chew up the landing show up mostly only on the
weekends. Otherwise it is a very quiet place.
I support the option to restrict the landing to carry -in only and to do some restorative work to shore up the damage
done by the rigs and to mitigate erosion. As many speakers said on the 25th, and as you all know, there are other
options for the big rigs to access the water very close by (William O'Brien being less than two miles away). So restricting
access at the Log House Landing is not a hardship for boaters. It just isn't. The biggest concern from the boaters I heard
is that they may have to wait their turn to launch a few minutes longer at those other sites if the Log House Landing isn't
available to take the pressure off of Osceola or Franconia or William O'Brien or Marine or any of the sites on the other
side of the river. That doesn't seem a good enough reason to have the city of Scandia lay out the cost of development
and maintenance of a concrete ramp.
I believe repairing and restoring the ramp to a more scenic and natural state and restricting the access to carry in only
will allow Scandia to be hospitable and maintain the unique quality of Scandia to many, many people. Perhaps better
signage could also be employed (I've been stopped to give directions to the ramp to confused visitors more than once).
By the way, I think the more natural solution to the long driveway down to the ramp seems to have successfully met the
goal of reducing big washout ruts. As I wrote, I walk there almost daily and that driveway has never looked better after
all the rainfall and snow melt than it looks since the grading and materiel was adjusted.
I summary: I encourage the Council to change the access to carry in only and to do the necessary work to fix the rutted
and precarious situation there now.
