7.a Draft of the May 1 PRC MinutesCity of Scandia Parks and Recreation Committee Monday, May 1, 2017 Members Present: Ryan Jinks (Chair), Terry Gorham (Vice Chair), Sue Rodsjo, and Jim Schneider Members Absent: Dustin Hegland and Jodi Feldmann Staff Present: Judi Negus (Office Assistant) and Adam Hawkinson (Public Works Director) Guests Present: Janie O'Connor, Marlys Johnson, and Kelli Carlson Chair Jinks called the meeting to order at 7:00 p.m. PI IRI Ir MRI IM There were no comments. APPROVAL OF AGENDA Motion by Gorham, seconded by Rodsjo, to approve the agenda. The motion carried 3-0. APPROVAL OF MINUTES Motion by Jinks, seconded by Gorham, to approve the April 3, 2017 minutes. The motion carried 3-0. RFPnRTC Vice Chair Report Gorham attended the April 18, 2017 City Council meeting. Gorham reported the Safe Routes to School project and senior recreation opportunities offered through Wild River Fitness to the Council. Gorham shared Tom Triplett is working with Dave Wilson on a draft landscaping plan for the Veterans Memorial. City Administrator Report Administrator Soltis provided a written staff report and financial reports that were reviewed by the Committee. Jinks asked Committee members to red -line the Comprehensive Plan, which was provided in the Administrator's report, prior to the next meeting to review section by section. Gorham suggested a special meeting be held to review the Comprehensive Plan and the Lilleskogen Strategic Action Plan. The Committee agreed to call a special meeting in the next couple weeks. Jinks shared the City Council will be reviewing a draft volunteer policy at its May 3 Work Session. Negus informed the draft policy is available for review on the City's website as part of the May 3 meeting materials. Public Works Director Report Hawkinson reviewed the written report he provided to the Committee. Hawkinson informed a significant removal of buckthorn at Lilleskogen. Due to the weather, no herbicide has been applied. OLD BUSINESS Hockey Rink Signage Hegland is taking the lead on this project. In his absence, the Committee decided to table discussion until next month's meeting. Jinks encouraged Committee members to visit both the lighted ball field and the hockey rink prior to the meeting. Concession Sales at Community Center Feldmann is taking the lead on this project. until next month's meeting. Committee Feldmann provided in the meeting materials. May 1, 2017 Scandia Parks and Recreation Committee Page 2 of 3 In her absence, the Committee decided to table discussion members did review the vending machine options that Senior Recreation Programs Gorham informed a date needs to be set for a focus group discussion at a future Scandia Marine Lions meeting. Staff of Wild River Fitness will lead the focus group discussion. O'Connor informed another ideal group to involve in a focus group would be the Yo -Yo Sisterhood who meets weekly at the Community Center. Negus shared she was contacted by staff at the YMCA in Forest Lake who is also interested in offering senior programming. The Committee agreed to invite YMCA staff to next month's meeting to present. Yoga Recreation Programs Kelli Carlson addressed the Committee to present a proposal for yoga classes. Carlson would like to conduct classes on the Community Center's tennis courts on Saturday mornings from 8:30 a.m. to 9:30 a.m. Carlson would also like to hold classes at the Gammelgarden Museum every Wednesday afternoon during the Scandia Farmers Market. Yoga instructors would rotate. There would be no equipment necessary for these classes as the participants bring their own yoga mats. Negus informed of an agreement with Camp Lakamaga for summer day camps. The agreement has 80 percent of registration fees payable to Camp Lakamaga with 20 percent retained by the City for administrative costs. Although there would be no administrative costs for the City to incur, Jinks recommended standard agreements across all programs. Motion by Jinks, seconded by Rodsjo, to recommend yoga classes be offered with an agreement to split registration fees 80/20. The motion carried 3-0. Safe Routes to School Presentation Rodsjo shared there would be no presentation at this month's meeting. Bolton & Menk staff will be meeting with Administrator Soltis and Mayor Maefsky to determine support of the SRTS program. Review PRC Operating Calendar Jinks reviewed the calendar and asked Committee members to come to next month's meeting with suggestions for budget planning. Jinks informed he would not be in attendance at the June 5, 2017 meeting. NEW BUSINESS Cycling Scandia Project O'Connor and Johnson approached the Committee to inform of the "Cycling Scandia" project and reviewed a handout. It is their hope that there would be an economic benefit by bringing in more cyclists to Scandia. O'Connor would like a Committee member to be a liaison for this project and asked Gorham to take on the role. As the project progresses, O'Connor and Johnson would like to advise the Committee at future meetings as necessary. Cyclists will be surveyed to determine their needs in either June or July and Committee members could help by volunteering their time. May 1, 2017 Scandia Parks and Recreation Committee Page 3 of 3 Veterans Memorial Update Gorham informed Tom Triplett is currently working with Abrahamson's Nursery on a proposal for a landscaping plan at the Veterans Memorial. The proposal will also be reviewed by the Friends of Scandia Parks and Trails. Gorham shared a very preliminary plan with the Committee. Committee members agreed there should be pollinator plants incorporated in the plan to keep the original natural intent of the park. Lilleskogen Park Plan Review Committee members agreed to hold a special meeting to review the Strategic Action Plan. Hawkinson advised members be aware of wetland restrictions when reviewing the plan. Hawkinson suggested a re- evaluation of the placement of the picnic shelter and the material used for the trails.
