9.b Disucssion on hiring part-time Parks employeeSCANDIA Date of Meeting: May 16, 2017 To: Mayor, City Council From: Adam Hawkinson — Director of Public Works Re: Hire Seasonal, PT Summer Seasonal staff Background: Staff has previous hired 67 day appointment part-time employees for the summer to aid in maintaining the City's buildings and grounds resources. Last year's hire has been contacted and she does wish to return as a part-time summer employee. Issue: Staff is requesting that Council recommend that Christina Mazzucco/Lemke to be hired for the summer season of 2017 for grounds maintenance and Public Works assignments, as a 67 day appointment. Proposal Details: Staff is recommending that the following individuals be hired for the 2017 season at the stated rate of pay: $11.25 / hour. Her main responsibility will be grounds maintenance. There will be times when she is involved in equipment maintenance, building maintenance, and light construction projects with other full-time staff. Fiscal Impact: The above wage is included in the 2017 Public Works budget for part-time summer employees. Options: 1.) Approve hiring of part time seasonal summer help 2.) Do not hire any part-time summer help Recommendation: Option 1 Subd. 14. Public employee or employee. (a) "Public employee" or "employee" means any person appointed or employed by a public employer except: (1) elected public officials; (2) election officers; (3) commissioned or enlisted personnel of the Minnesota National Guard; (4) emergency employees who are employed for emergency work caused by natural disaster; (5) part-time employees whose service does not exceed the lesser of 14 hours per week or 35 percent of the normal work week in the employee's appropriate unit; (6) employees whose positions are basically temporary or seasonal in character and: (i) are not for more than 67 working days in any calendar year; or (ii) are not for more than 100 working days in any calendar year and the employees are under the age of 22, are full-time students enrolled in a nonprofit or public educational institution prior to being hired by the employer, and have indicated, either in an application for employment or by being enrolled at an educational institution for the next academic year or term, an intention to continue as students during or after their temporary employment; (7) employees providing services for not more than two consecutive quarters to the Board of Trustees of the Minnesota State Colleges and Universities under the terms of a professional or technical services contract as defined in section 16C.08, subdivision 1;
