Capital Improvement Committee

The Capital Improvements Committee met at 6:30 p.m. at the Scandia Fire Department
Committee members present were: Perry Rynders, Cami Van Abel, Mike White, Adam
Hawkinson, Mike Hinz, and Neil Soltis
Soltis provided background information on the Capital Improvement process and reviewed the
Capital Funds' balances and sources of revenue and a proposed work schedle. Soltis provided
information on the road maintenance and improvement costs and noted that these will be
significant in the Committee review and prioritization or capital projects. Soltis called the
Committeee's attention to the priority rating system used in the past and provided additional
evaluation criteria that could be considered.
Fire Chief Hinz provided a tour of the Fire Department equipment and facility noting the
projects in the 2018-2022 plan included:, radio replacement, roof replacement, HVAC
replacement, and siren replacement. In the next 5 years replacement of the 2003 tanker and
2000 pumper truck are scheduled. The replacement of the 1995 grass rig is included in the
2017 budget.
Hawkinson provided a tour of the Public Works Department equipment and facility noting the
projects proposed for the 2018-2022 plan include: replacing the 2008 Ford Ranger with a Ford
F-350, adding a tailgate sander on the Ford F550, replacement of the 2008 Ford F-350, adding a
Loader in lieu of the grader, replacement of the John Deere 6410 Tractor, replacement of the
2011 Ford Pickup F250, replacement of the Tiger Boom Mower and Tiger flail mower, and
replacement of the 2012 Mack Truck. Replacement of the 2002 Sterling plow truck and the
John Deere 1445 mower are included in the 2017 budget.
The next meeting dates was set for May 4 and May 25 at 6:30 p.m. in the Community Building.
Topics of discussion will be the the Community Building, Road, Sewer, and Parks.
