I'm glad to see the Parks & Recreation Committee is taking on an additional meeting to focus its attention on
Comprehensive Plan issues. One of the concerns with the current plan is that there too wide of a focus. Consider that
the Goals, Policies, Strategies, and Implementation sections of the current plan consist of 67 pages. The City has limited
resources to devote the breadth and depth of goals.
In seeking a planning consultant one of the charges in the request for proposals was "to identify unnecessary, redundant
and inconsistent information with the existing document and recommend approaches to develop a more concise and
usable document that is informative to long range planning". In their response to the City's request for proposals Bolton
& Menk responded to this charge by providing the following statement in their proposal:
Concise and Usable Document We want to create a final plan for the City of Scandia that will not just sit on a
shelf, but will be a reference and guide for City officials, residents, and developers. The final plan document will utilize
tables and graphics to eliminate lengthy text as
much as possible. Required text will be written in "plain language" so it can be easily interpreted.
In your discussion I encourage you to recognize the intent and look to recommend a realistic number of focused goals
that can be achieved by the City over the next 13 years.
Attached is an excerpt from the draft survey that will be mailed to all households in Scandia. -I've highlighted the
questions that relate to the PRC. Your input and the input from the survey will help to frame the concept plan that will
be presented at an open house this fall.
