05 04 17 CIP minutesCity of Scandia Capital Improvement Committee May 4, 2017 The Capital Improvements Committee met at 6:30 p.m. at the Scandia Community Building Committee members present were: Terry Gorham, Perry Rynders, Cami Van Abel, Mike White, Adam Hawkinson, Mike Hinz, and Neil Soltis Also present: Ryan Goodman Discussion on priorities and evaluation criteria —The Committee reviewed and discussed the system previously used for prioritizing project and samples used by other communities. The Committee was in favor of using the project evaluation and scoring from Charlottesville, VA as modified to consolidate the issues that relate to financing and funding and to place a higher scoring weight on the financial issues. Review of Road Projects in 2018 — 2022 Capital Improvement Program — City Engineer Ryan Goodman presented information on road ratings, pavement management cycles and options, and current project planning efforts. Goodman provided preliminary information on alternative that could accelerate the work on roads that are currently rated poorly but at not in plans through 2028. Additional information will be available for discussion at the next meeting. Review of Sewer Projects in 2018-2022 Capital Improvement Program - Goodman provided summaries of the 3 sewer collection systems and drainfields noting that the funds in the plan for the Anderson Erickson drainfield are to expand the system and that the cost for nitrate treatment at the Bliss drainfield should be $960,000. Goodman also discussed alternatives to nitrate treatment including purchasing another site for the infiltration trenches and connecting to the MET Council system in either Forest Lake or Hugo. The Committee discussed the existing capacity for the 201 systems and the potential to increase the capacity by addressing the inflow and infiltration issues. Community Building Projects — Soltis noted that he is working with Graybar Electric to assess the cost and savings for converting the lighting in the Community Building from fluorescent to LED. Tour / Review of Public Works Equipment in storage facility — Hawkinson provided a tour of the Public Works Department cold storage building and the equipment kept in the building. The next meeting dates was set for May 25 at 6:30 p.m. in the Community Building. Topics of discussion will be the evaluation criteria, roads, and parks.
