8.g Administrator's report0SCANDIA Staff Report Date of Meeting: June 18, 2017 To: City Council From: Neil Soltis, Administrator Re: Administrator's report Comprehensive Planning — Bolton & Menk have held focus groups at the elementary school and with the agriculture / business group. An additional focus group for residents aged 55+ is scheduled for June 22. The comprehensive plan surveys are being printed and it is anticipated that those will be mailed out by June 21. Washington County Update of Housing Needs —The housing needs study completed for Washington County has been updated and now separates out the demand in the communities that comprise the northeast submarket. Additionally the MET Council has released revised population and housing estimates for use in developing the 2040 comprehensive plan. Below is a summary of those 2 document. The county will record the official documents with the county recorders office. That recorded version is then sent by the DNR to the US Board on Geographic Names for final approval and for the new name to be added to the on-line database of lake names. Veterans Memorial — The memorial patio and sidewalk were poured on June 13. The granite pieces have arrived and have been sent to the monument company to start the engraving work soon. Completion of the monuments is anticipated this summer. The landscape plan has been sent to the Parks & Rec Committee for a recommendation. The Veterans Committee has also requested consideration for the installation of an electrical service for use during events. School site plan and addition —A site plan and design plans have been submitted for the addition of a mechanical room for the school along with storm water management changes. Roof modifications to provide for central air conditioning and window replacement are also planned. Review of the plans will be before the Planning commission at the July meeting. Am -Tec Designs — Plans have been submitted for a building addition. A conditional use permit was issued in 2015 for a smaller addition but not constructed. Review of the plans will be before the Planning Commission at the July meeting. Capital Improvement Committee —The Committee met on May 25 to review road projects, park projects and other projects. City Engineer Ryan Goodman presented alternative strategies to address the roads that have PASER ratings of 4 or less through the issuance of debt and the potential consideration of levy increase and assessments. The Committee also reviewed a project evaluation and scoring form that will be using in prioritizing projects. The next Committee meeting is June 28. I've met with Northland Securities about planning and structuring a potential debt issuance which led to the engagement letters that are on the agenda. Website upgrade — GovOffice has been given approval to begin the programming for the web site upgrade. Judi and I will be working on simplifying the navigation within the site. Broadband & Cable — Frontier is continuing to install equipment and the portion of the 433 exchange upgrades planned for 2017 will be completed by the end of September. Additional work is scheduled for 2018. As it relates to applying for a State Broadband grant, the main issue for Frontier is number of projects funded by grant they have around the country and the timing of reimbursements. Sprint upgrades to Old Marine Trail tower — Sprint is proposing to add up to nine (9) antennas and twelve (12) radios to existing site with associated cabling. The changes will not increase the height of the tower by more than 20 feet or the width of the tower by more than 20 feet so this will require an administrative permit, not a revised conditional use permit. Community Solar Farms • Argo Navis / Geronimo / Berkshire Hathaway Energy Company (Zavoral) — The development agreement for this project is being finalized by the attorneys and should be ready to be added to an agenda for consideration by the Council in July. The approval of the development agreement will need to be coordinated with an amendment to the Annual Operating Permit for the Tiller mine. Sunrise Energy / Bladner Energy (Booren / Nickelson) —The land sale for these parcels has closed and Sunrise is working on finalizing plans. The development agreement will need to go before the Council later this summer. State Capital Investment Project Request — The grant request for predesign and design work for the segment of the Gateway Trail from William O'Brien State Park into Scandia has been submitted. Quarry Road parking — the Council has approved parking on the east side of Wuarry Road for access to the Crystal Springs State Natural area. A resident voiced a complaint about the parking off the road surface but within the road right-of-way impeding with mowing the property. Wetland fill complaint and related actions — The Conservation District has investigated a number of potential wetland fill issues. A number of these relate to the construction of tracks for dirt bikes. Based on a resident complaint there was an investigation and finding that fill was placed in a wetland adjacent to Langley Ave. in the Bliss addition. Once the impact has been finalized, the process will move to the State for compliance. Livestock complaint — We received a complaint about livestock in a parcel along Scandia Trail. I spoke with Keith Streff, the Chief investigator for the Animal Humane Society who noted that livestock are not regulated to the same care standard as companion animals and felt that no criminal intervention was appropriate. Bone Lake — Based on monitoring of the water level by the Forest Lake / Comfort Lake Watershed District, the "No Wake" zone for Bone Lake was posted from May 30 through June 16. It should be noted that the "no Wake" zone only applies to areas of the lake within 300' of the shore. 2016 Annual Population Estimates Scandia city, Washington Count Minnesota Households: 1,506 Population in Households: 3,905 Average Household Size Housing Total: 1,750 Population in Group Quarters: 40 Occupancy Rate: 86.06% Total Population: 3,945 2.593 The Metropolitan Council's Annual Estimates account for housing stock changes since April 1, 2010. These include housing units permitted and other changes. Other changes are due to demolitions, building conversions (units added or lost), city boundary changes (units annexed in or out), and other changes reported by city and township staff. We assume that 95% of single-family detached units, 90% of townhome/duplex/triplex/quadplex units, and 85% of multifamily units permitted in 2015 were completed and occupiable by April 1, 2016; the remainder are occupiable in the future and will count toward next year's estimates (for April 1, 2017). Manufactured homes are counted each year from Metropolitan Council surveys of manufactured home park operators and local governments. Other housing (boats, RVs, etc. used as housing) comes from the most recent American Community Survey estimates.
