9.g Recommendation on filling expiring terms on the Comfort Lake Forest Lake Watershed District Board Staff Report Date of Meeting: To: City Council From: Neil Soltis, Administrator Re: Expiring term on the Comfort Lake-Forest Lake Watershed District Background: Washington County sent a letter informing the City that the term of office for Stephen Schmaltz, of Forest Lake, on the Comfort Lake-Forest Lake Watershed District, will expire on September 23, 2017. The County Board makes the appointments to the Board based on lists submitted by the municipalities within the watershed boundaries. See the letter that follow. If the City wishes to submit a list of nominees for consideration or wish the incumbent to be considered for reappointment, that information will need to be submitted to the County prior to July 28, 2017. The City posted the notice of the expiring term and the application process on its Facebook page and website on July 6. Issue: Does the City wish to advance any nominees on a list for consideration by the County? O’Rourke, County Administrator Kevin Corbid, Deputy Administrator July 7, 2017 TO: City Clerks: Forest Lake Scandia The term of office for Stephen Schmaltz, Forest Lake, on the Comfort Lake-Forest Lake Watershed District, will expire on September 23, 2017. State statute provides that the County Board will select watershed district managers from lists of nominees submitted by the municipalities that are wholly or partially in the watershed district. The list must contain at least three nominees for each manager’s position to be filled. The list must be submitted to the County at least 60 days prior to the expiration of the term of office of a manager. If no list is submitted or if the list is not received 60 days prior to the manager’s term of office expiring, the County Board will then proceed to appoint a manager through its open appointment process. In either event, the County Board shall make its appointment 30 days prior to the term expiration. If you wish to submit a list of nominees for consideration or wish the incumbent to be considered for reappointment, your joint or separate list should be sent to me prior to July 28, 2017. A copy of the County's advisory board application form is enclosed. Please duplicate it as necessary. Further information on the nature of duties involved is attached and may also be copied.
