We have completed our review of the documents submitted for the Conditional Use Permit Application
received from the representatives of the Scandia Elementary School for the site improvements in Scandia.
The following submitted documents were reviewed:
1. Partial Topographic Survey, C 1 — dated June 20, 2017
2. Demolition Plan, C2 — dated June 20, 2017
3. Site Plan, C3 — dated June 20, 2017
4. Grading Plan, C4 — June 20, 2017
5. Stormwater Pollution Prevention Plan 1 of 2, C5 — dated June 20, 2017
6. Stormwater Pollution Prevention Plan 2 of 2, C6 — dated June 20, 2017
7. Utility Plan, C7 — dated June 20, 2017
8. Civil Details, C8 — dated June 20, 2017
We provide the following comments for the submitted information for the proposed improvements:
Submitted Plan Sheet C2 / Demolition Plan
1. Additional concrete removals should be identified on the plans to allow pedestrian ramp
reconstruction to provide adequate ADA access to the door accesses and meet ADA
requirements.
2. If the existing retaining wall is being removed for replacement on the south side of the site, the
construction limits/scope should be shown.
3. Bituminous removal limits at the driveway entrance from Hwy 97 to allow for the new proposed
storm sewer should be added to the plans.

4. Locations of pedestrian ramps meeting ADA compliance should be identified on the plans for
reconstruction.

5. Unable to review the grades within the new parking lot and 12 foot bituminous pathway. These
are private improvements and assume coordination on final slopes/grades have been discussed
among the team members. However, if the 12 foot bituminous pathway is used for pedestrian
use, it should meet ADA requirements including cross slope.

6. Several areas of potential vehicle traffic over the proposed plastic storm sewer and inlets will
have less than 1 foot of cover upon completion. Recommend using concrete pipe in these areas
or reviewing opportunities to increase cover depth.
7. HWL/100-year elevation should be labeled on the proposed pond.
8. Biofiltration basin should include a cross section detail of proposed improvements to show
material depths/piping/draintile, etc. as related to the improvement.
9. Detail of the "OCS" should be provided within the construction plans.
Additional Information To Be Added or Submitted
10. Demolition plans proposed to remove lights within the parking lot area, if new/replacement
parking lot lights are going to be installed a lighting plan should be submitted for review.
11. Landscaping plans if required should be submitted for review
12. If the new bituminous area east of the school will have parking a striping plan should be
submitted for review.
13. Stormwater calculations shall be submitted for review.
General Comments
14. All site work shall be in compliance of the Watershed District. Site is located within Carnelian -
Marine on St. Croix Watershed District but drains to Comfort Lake Forest Lake Watershed
District. All necessary permits including but not limited to NPDES shall be obtained by the
applicant prior to construction.
15. MnDOT review process should be anticipated as proposed work is to occur within their right-of-
way along with new storm sewer installation.
16. Temporary restoration may be required to contain any erosion, site restoration shall be completed
as soon as possible.
17. Fire Department shall review and approve the plans.
18. All construction work shall be completed within City approved working hours.
19. All improvements will be privately owned and maintained.
