Chair Jinks called the meeting to order at 7 p.m.
PUBLIC FORUM
There were no comments.
APPROVAL OF AGENDA
Jinks made two additions to the agenda: 1) summer recreation camps recap and 2) Lilleskogen picnic
table.
Motion by Jinks, seconded by Hegland, to approve the amended agenda. The motion carried 3-0.
APPROVAL OF MINUTES
Motion by Hegland, seconded by Jinks, to approve the July 6, 2017 minutes. The motion carried 3-0.
REPORTS

Chair Report
Jinks welcomed new Committee member Schwinghammer and informed of the resignation of
Committee member Sue Rodsjo. Jinks reported the City Council accepted the donation from the Scandia
Marine Lions for adding striping for pickleball use to the tennis courts at the Community Center at its
July 18, 2017, meeting.
Vice Chair Report
The written report Gorham provided to Committee members was reviewed. Negus informed she has
received three team registrations for the Taco Daze pickleball tournament. Negus shared she has
promoted the tournament on the City's website and Facebook page, as well as posted the flyer in the
Community Center and provided a press release to area newspapers. Negus encouraged Committee
members to provide posters to area businesses.
City Administrator Report
Administrator Soltis provided financial reports for Committee members to review. Jinks will follow up
with Soltis with any questions.
Public Works Director Report
Hawkinson provided a written report to Committee members. Hawkinson informed the part-time
seasonal maintenance worker will return to work sometime next week after being on leave for a couple
weeks. The bleachers at the lighted ball field were painted by Lakes Free volunteers; and National Night
Out was a success.

OLD BUSINESS
Veterans Memorial Landscape Plan
Triplett approached the Committee and provided a brief history of the Veterans Memorial for
Schwinghammer's benefit. Wilson, who is leading the project, informed they have raised over $20,000
for the memorial, with over 100 families' donations. Wilson shared the Veterans Memorial is
approximately four weeks away from completion. There are 170 memorial bricks donated and there is
space for 200 bricks. Abrahamson Nursery is donating the plants at the memorial and supervising the
installation. The revised landscape plan was reviewed by Committee members. Wilson and Triplett
proposed replacing the grass area with prairie dropseed and the removal of one proposed tree closest
to the parking lot. Jinks shared concern that there were no milkweed plants in the landscaping plan and
requested a minimum of 10 milkweed plants to be included. Hawkinson suggested the milkweed plants
be located in the current butterfly garden. O'Connor approached the Committee and commented the
butterfly garden isn't thriving due to planting in heavy clay.
Wilson informed a volunteer committee will be formed to take care of maintenance at the Veterans
Memorial site. Wilson suggested running electricity to the back of the memorial. Hawkinson
encouraged this would be beneficial for future use once a pavilion is built. Jinks suggested this was a
new topic for discussion.
Motion by Jinks, seconded by Hegland, to recommend approval of the revised Veterans Memorial
landscape proposal with the addition of milkweed plants to support a Monarch Waystation. The
motion carried 3-0.
Hockey Rink Signage and Concession Sales
Committee members agreed to move these agenda items to the September 7, 2017, meeting.
Review PRC Operating Calendar
Preliminary planning for Vinterfest is scheduled to be discussed at the September meeting.
NEW BUSINESS
Picnic Table at Lilleskogen
O'Connor approached the Committee and requested the removal of a picnic table at Lilleskogen to be
used by Cycling Scandia as a gathering place for cyclists. Although the table is in sturdy condition,
O'Connor informed the table is moss -covered with a tree growing through it. Volunteers would clean up
the table. O'Connor proposed the table could be stored behind Public Works or at a residence.
Motion by Jinks, seconded by Hegland, to approve removal of the picnic table at Lilleskogen for
Cycling Scandia use. The motion carried 3-0.
Wilson approached the Committee and encouraged members to use local resources, such as the Lions
and Friends of Scandia Parks and Trails, to request donations to support making Lilleskogen more
operational and functional. Wilson noted there are currently funds to support a pavilion at Lilleskogen
by the Scandia Marine Lions. Jinks suggested Wilson return to a future meeting with a proposal.
Summer Recreation Camp Recap
Negus provided a written report. There were a total of 31 participants registered for the 6 week-long
camp sessions held this summer.
