7.a 1 Veterans Memorial Landscape Plan Email�, •rte � � SCANDIA Memorandum: To: Mayor, Scandia City Council From: Adam Hawkinson, Director of Public Works Date: August 15th 2017 SUBJECT: Revised Landscape Plan for Veterans Memorial Dave Wilson and Tom Triplett, on behalf of the Veterans Memorial Committee, submitted a revised landscape plan for the area between the Veteran Memorial and the parking lot for review by the Parks & Recreation Committee at the August 7, 2017 meeting. The plan was designed by Abrahamson Nursery and incorporates prairie dropseed, interspersed with butterfly weed as the border plant material in place of the earlier proposed turf grass area. This proposal was in keeping with the Lilleskogen Park Restoration Plan for the entrance to the park with specifies low height plants in a roughly 10' border along the parking lot. The two proposed species are identified in the park plan as low height plants for this location. The Parks and Recreation Committee recommended Council approval of the plan with the stipulation that at least 10 common milkweed plants be incorporated into the planting so it could be deemed as a Monarch way station. Under the terms of the agreement between the City and the Committee for the Veterans Memorial, the City is responsible maintaining the area outside of the perimeter of the Veterans Memorial. It is staff's recommendation that common milkweed not be introduced near the Veteran's Memorial site. While there are significant benefits from milkweed as a food source for monarch butterflies, it is not in the list of plant materials in the Lilleskogen Park Restoration Plan for the areas adjoining the parking lots. The plan calls for low height plants along the parking lot whereas common milkweed can grow to nearly 5' in height. Common milkweed is also extremely invasive moving through rhizomes underground and is a prolific seeder. Per the note below, the Veterans Memorial Committee proposes that a low -height planting from the original plan for Lilleskogen — prairie dropseed — replace the grass "lawn" contained in the June, 2017 drawing from Abrahamsons. We'd like to give Abrahamsons the authority to add accent plantings from the list such as butterfly weed in that same area. We also propose the elimination of the shade tree that is closest to the parking lot and possibly one other tree. We can discuss this tonite. Thank you. We are going with what Neil came up with. This is a good recommendation that seems to meet all of the interests and complies with the park plant design. Prairie dropseed would cover the area in front of and to the side of the memorial patio. Butterfly weed would also be used to accent the area. The tree located in the front area will not be used. I like this and hope that all other parties will agree so we can move on. This provides a good look for the memorial and park entrance and complies with the park plan for plantings. These plants were taken right off of the park drawing and fit the area that they were called for. These are also low maintenance so another plus. Here is the picture again that Neil provided.
