Re: Statewide Health Improvement Partnership funding for 2017 bike equipment
Background: Janie O’Connor, on behalf of Cycling Scandia, spoke with the Washington County
Department of Public Health about possible grant dollars for a bike fixit station and 2 5-bike bike
racks. Based on the Statewide Health Improvement Partnership (SHIP) grant that the City received
for the Comprehensive Plan, the grant agreement can be amended to include the purchase of
equipment not to exceed $2,600. The City would be responsible for 10% of the cost; however, that
could be met with staff time for coordination and / or with the cost for the installation.
The agreement would need to be executed and the funds expended by October 31, 2017.
Conditions of the grant include that the equipment must be a part of a larger bike and or trail plan
to promote and maintain and sustain biking in Scandia and must be located on public property. In
2011 the City received a SHIP grant that led to the creation of the Scandia Comprehensive Trails
Master Plan Report. That plan was adopted by the City council and would meet the grant
requirement.
Issues:
Should the City apply for the SHIP grant?
If so, where on City property should the fix it station and bike racks be located? Looking at the
future, is this the best location for the equipment?
How does this equipment fit into the overall bike and trail plan?
How will riders be directed to the location?
What is the funding source for the costs to install and maintain?
Proposal Details: Information from the County on the grant is provided along with information on
the proposed equipment.
Fiscal Impact: The grant will cover the cost to purchase the equipment. Installation and future
maintenance would be a City responsibility for which no budget has been established. The
manufacturer’s installation recommendations for the bike fixit station include placement on a
minimum 36” x 36” slab with a 90” x 83” clear area surrounding the equipment. Maintenance items
include pump head renewal, lubrication of the pump rod, full pump overhaul (every 24+ months),
and tool replacement (as required). The installation recommendations for the bike racks are to
provide for a 71” x 72” space for the racks with bikes. Additionally, no funding has been identified
for the purchase of signage to direct riders to a fixit station location.
Options:
1. Take no action on the request
2. Refer to Parks & Recreation Committee for recommendations funding source, location, and
maintenance responsibilities
3. Identify sources of funding and approve submitting a grant application
4. Hold for discussion and planning with the intent to submit a grant application in a future
grant cycle.
Recommendation: Option 4 – It would be beneficial to cyclists to have a bicycle fixit station in the
right location in the City with the right amenities to support cyclists. The location should be readily
visible and accessible to cyclists. Ideally the amenities would include a fixit station and bike racks
but also include a location to fill water bottles, restrooms, refuse and recycling containers, and
tables / benches. Ideally this would be in a location where food was available. The purchase and
installation of a fixit station by October 31 is a tight timeframe that precludes the planning and
financial commitment necessary if the desire is to create a comprehensive cycling amenity on City
property.
Bike Equipment Partner Project Guidelines 2017
I. Background
Living Healthy in Washington County (LHWC) is pleased to announce an
opportunity to apply for the 2017 Bike Equipment Partner Project. These funds are
made available through the Statewide Health Improvement Partnership (SHIP),
which strives to help Minnesotans lead longer, healthier lives by preventing the
chronic disease risk factors of tobacco use and exposure, poor nutrition and physical
inactivity.
The Statewide Health Improvement Partnership (SHIP) can help play a part in
keeping individuals healthy improving safe and accessible opportunities for physical
activity. SHIP funds will be awarded to aid organizations to increase access to
physical activity opportunities through the purchases of bike racks, bicycles
maintenance stations and trail benches. The target populations for projects are:
current and future bike users of all ages and abilities utilizing parks and trails
located within the county. To be eligible for funding, organizations must be located
within Washington County.
II. Funds and Project Timeline
Limited funds are available for the remainder of the current grant cycle. Applicants
are required to provide a 10 percent match of the total funding requested. Funds
will be available through October 31, 2017. Approved funds are provided on a
reimbursement basis. Purchases made prior to signed date will not be reimbursed.
Funds will be made available to partners on the date of the signed and approved
agreement with the County
Reporting expectations include: informal monthly check-ins, and a final report
on October 31, 2017
III. Project Criteria and Focus Areas
SHIP funds will assist current partners with active living goals to promote biking in
the community by providing trail benches, bike racks and/or bicycle maintenance
stations near community parks and trails. SHIP funds are limited to pre -approved
equipment purchases only and cannot be used for installation or maintenance.
IV. Funding Requirements
Eligible organizations will be located in Washington County, with an approved
plan to promote and support biking in their community through promotions,
biking events, trail planning or maintenance, and also have the capacity to reach
current and future bike users of all ages and abilities utilizing parks and trails
located within the county.
Selected partners will receive a grant agreement for signature in order to be
eligible for reimbursement for the cost of pre-approved bike equipment.
Applicants must provide a 10 percent match of the total funding requested.
Projects must be geared toward sustainable policy, systems, or environmental
changes (see Section V. for “Definitions and Examples”)
A designated project lead must meet with LHWC staff to finalize the action plan,
timelines, budget, evaluation plan, and a county agreement.
The project lead must be able to carry out general business practices for
accounting, record keeping, timely invoicing and reporting. The project lead may
assign someone from the organization these duties and responsibilities if
necessary.
Project lead will complete required reporting.
All communication pieces (print ads, newsletters, websites, blogs, news releases,
letters to the editor, public service announcements, news conference materials,
promotional items, handouts, signs, sponsorships, etc.) must be reviewed by
LHWC staff, include required grant language and be approved by the Minnesota
Department of Health (MDH) before printing, publication or distribution.
SHIP funds must be spent by October 31, 2017.
Including signage on the items purchased with SHIP dollars indicating this
funding support is strongly recommended.

V. Definitions and Examples
The following are definitions and examples are related to the focus areas.
Policy change refers to standards or guidelines that can be formal or informal.
An example would be to update the “bike plan” on a bi-yearly basis and include
funds to maintain trails and equipment as needed.
System change refers to practices that can have multiple impacts within an
organization.
An example would be to increase efforts to incorporate services for the targeted
population into ongoing and regular programming (i.e. hosting a bike rodeo or
other biking events).
Environmental change refers to a physical or material change within a building
or on a trail. Examples include: developing a system for storing and maintaining
bicycle equipment.
