5. b) Administrators reportSCANDIA Staff Report Date of Meeting: September 7, 2017 To: Parks & Recreation Committee From: Neil Soltis, Administrator Re: Administrator's report Staff is evaluating 2 grant opportunities Statewide Health Improvement Partnership funding for 2017 bike equipment - Janie O'Connor, on behalf of Cycling Scandia, spoke with the Washington County Department of Public Health about possible grant dollars for a bike fixit station, air pump, and two 5 -bike bike racks. Based on the Statewide Health Improvement Partnership (SHIP) grant that the City received for the Comprehensive Plan, the grant agreement can be amended to include the purchase of equipment not to exceed $2,600. The City would be responsible for 10% of the cost; however, that could be met with staff time for coordination and / or with the cost for the installation. The agreement would need to be executed and the funds expended by October 31, 2017. Conditions of the grant include that the equipment must be a part of a larger bike and or trail plan to promote and maintain and sustain biking in Scandia and must be located on public property. Due to the timeframe for the grant, the City Council will be discussing this application at its September 6 work session. MLB Baseball Tomorrow Fund — City Engineer Ryan Goodman provided information on this grant opportunity for funding capital expenditures to benefit youth baseball and softball programs and facilities. In a separate staff report Judi has quantified the use of the 2 fields which will be valuable in the grant application. Beyond equipment, uniforms, and coaches training materials, one of the eligible improvements is for field renovations such as adding infield mix, bases, leveling, and bleachers. This grant requires a 50% match and would be used to expand the level of maintenance work that the Public Works crew is performing on the t -ball and south ball fields.
