7.a Draft Minutes of the 10-2-17 PRC City of Scandia Parks and Recreation Committee Monday, October 2, 2017 Members Present: Terry Gorham (Vice Chair), Dustin Hegland, and Carol Schwinghammer Members Absent: Ryan Jinks (Chair) and Jim Schneider Staff Present: Judi Negus (Office Assistant) and Adam Hawkinson (Public Works Director) Vice Chair Gorham called the meeting to order at 7 p.m. PUBLIC FORUM There were no comments. APPROVAL OF AGENDA Gorham requested amending the agenda to include Tour de Hugo under Vice Chair Report and to include the May 22 updates to the Comprehensive Plan under New Business. Motion by Hegland, seconded by Schwinghammer, to approve the agenda as amended. The motion carried 3-0. APPROVAL OF MINUTES Motion by Hegland, seconded by Schwinghammer, to approve the September 7, 2017 minutes. The motion carried 3-0. REPORTS Chair Report There was no report. Vice Chair Report Gorham reported a successful Taco Daze pickleball tournament with eight teams participating. Negus provided a breakdown of the registration fees and expenses. Gorham shared he volunteered at the Big Marine Lake Store water stop for the recent Tour de Hugo to promote “Cycling Scandia.” Hawkinson suggested working with the organizers of the Tour de Hugo next year to include a route to go through Scandia. City Administrator Report Administrator Soltis provided financial reports for Committee members to review, as well as a staff report. The staff report included a request for Committee members to review a draft of the Vision and Overall Goals for the Comprehensive Plan and make any recommendations. Committee members felt the draft was consistent with what was shared in the past. The Committee did recommend the addition to “Parks and Trails” to include item 4) b) Anticipate future development of current open space areas and designate as future search areas for development. Hawkinson encouraged Committee members to consider planned road projects in the Comprehensive Plan to include suggestions for enhancing cycling experience and the trails plan. Hawkinson recommended the Committee request the bids for road improvements include a 6 foot shoulder. October 2, 2017 Scandia Parks and Recreation Committee Page 2 of 3 Motion by Hegland, seconded by Schwinghammer, to approve the draft Vision and Overall Goals for the Comprehensive Plan with the addition of 4) b) Anticipate future development of current open space areas and designate as future search areas for development. The motion carried 3 -0. Negus noted Administrator Soltis has requested Committee members to identify volunteer opportunities to be promoted on the City website. Negus shared these could be promoted on the City’s Facebook page as well. Public Works Director Report Hawkinson provided a written report to Committee members. Hawkinson informed the ice rink may be covered with white tissue paper approximately 8 feet from the north end prior to prepping the surface for ice to decrease the rate of melting on sunny days. OLD BUSINESS Hockey Rink Signage Hegland informed business signs are to be screwed into the hockey boards. There was discussion about how the signs would be installed and who would do the installation. Gorham questioned if there were potential businesses wishing to advertise. Hegland and Gorham agreed to prepare a thorough proposal for hockey rink signage and present at a future meeting. Hawkinson suggested a diagram of the hockey rink to show availability and location of business signs. Vinterfest Planning Dan Lee has offered to prepare the Vinterfest buttons. Gorham offered to take the lead on the Vinterfest button contest. Negus confirmed the Pleasant Valley Cloggers will be performing, and Bolton & Menk will continue to support Vinterfest with a donation of $100 for cash prizes for the snow sculpture contest. Negus has requested the completion of a Special Event Permit Application from Corey Roberts for the Scanley Cup. Review PRC Operating Calendar The Committee will be finalizing Vinterfest plans at its November 6 meeting. NEW BUSINESS Winter Recreation Programs Negus prepared a written staff report with a recommendation to offer the Pleasure Skating program and the Learn to Skate programs for the upcoming winter season. The staff report included detailed information regarding the programs. Negus also prepared a draft flyer to promote the programs. Motion by Gorham, seconded by Hegland, to recommend approval of all proposed programs. The motion carried 3-0. Update Master Parks Plan Committee members agreed with limited funding it is difficult to make recommendations to enhance parks. Hawkinson informed Washington County plans to improve both Manning Trail and Olinda Trail. Hawkinson suggested the Committee consider the Big Lake School area could be used as a staging area for Washington County’s contractor to stage equipment during construction. As compensation, the contractor could be asked to remove trees before using the area and preparing the site for park use after the equipment is removed. Hawkinson agreed to contact the County to see if there would be any need for a staging area. October 2, 2017 Scandia Parks and Recreation Committee Page 3 of 3 The Committee suggested working with the Friends of Scandia Parks and Trails to update the Master Parks Plan. O’Connor agreed to share this request at the Friends’ October meeting. Gorham will contact Administrator Soltis to ask for support of this request. Continued Vinterfest Planning ADJOURNMENT Motion by Schwinghammer, seconded by Hegland, to adjourn the meeting. The motion carried 3-0.
