Background: The following was submitted by Dave Wilson on behalf of the Scandia Veterans
Memorial Committee on Saturday, October 14, 2017
Dear Council:
An information stand identical to the one used at the Forest Lake memorial was donated to the
Scandia Memorial. This stand was built in Forest Lake by V-Dock Inc., and has been delivered. It
was brought to my attention that this was not included on the landscape plan. Please accept our
apologies on this oversight.
It is a 30”x20” stainless steel sealed compartment on two legs. The top is hinged to access
information on the inside. The top also contains a window for a poster to be inserted. This can be
used to show Memorial and Park events. Across the bottom it states ‘Veterans Memorial’. The
stand is professional and very attractive. Pictures of the FL stand are attached.
Placement of the stand was discussed during the development of the landscaping. Our desire is to
place it on the west side of the sidewalk at the intersection of the patio. This would seem to be an
appropriate location as a visitor approaches the memorial. We also felt this would be the best
location for handicapped accessibility. We would ask that you approve this location.

The City of Scandia, the Scandia-Marine Lions Foundation, and the Scandia Veterans Memorial
Committee entered into an Agreement on June 22, 2016 for the construction and maintenance
memorial grounds and structures. The agreement specifies that the City, the Scandia-Marine Lions
Foundations, and the Scandia Veterans Memorial Committee shall meet as necessary to discuss capital
improvements for the Memorial. The agreement also states that no party shall construct or place
additional objects or monuments in addition to what is identified in the original site plan and design
concept without the express written consent of all parties.
The information stand was not a part of previous submittals to the City and has not been reviewed by
the Parks & Recreation Committee.
Based on the terms of the agreement, written consent of all parties is required for any additional objects
or monuments.
Issue: Should the City Council approve the installation of an information stand for the Veterans
Memorial by resolution.
Proposal Details: The proposed information stands would be identical to the Veterans Memorial in
Forest Lake. Pictures of that information stand follow this report.
Fiscal Impact: Under the terms of the agreement The Veterans Committee will be responsible for
all future maintenance and repairs of the information stand.
Options:
1. Approve Resolution 10-17-17-04 approve the installation of the information stand
2. Defer action for further review by the Parks & Recreation Committee or City Council
3. Take no action
Recommendation: Option 2 – While the proposed information stand is made of what appear to me
relatively maintenance free materials, the installation of a structure sets a tone for the look of the
park as a whole.

APPROVING INSTALLATION OF AN INFORMATION STAND ON THE VETERANS
MEMORIAL SITE IN LILLESKOGEN PARK
WHEREAS, the City Council approved the initial site plan and design concept of the
Scandia Veterans Memorial located within Lilleskogen Park on July 15, 2015; and
WHEREAS, the final design and landscape plan for the Veterans Memorial was
approved by the City Council on August 15, 2017; and
WHEREAS, the City of Scandia, the Scandia-Marine Lions Foundation, and the Scandia
Veterans Memorial Committee entered into an Agreement on June 22, 2016 for the construction
and maintenance of memorial grounds and structures; and
WHEREAS, the Agreement specifies that the City, the Scandia-Marine Lions
Foundations, and the Scandia Veterans Memorial Committee shall meet as necessary to discuss
capital improvements for the Memorial; and
WHEREAS, the Agreement states that no party shall construct or place additional
objects or monuments in addition to what is identified in the original site plan and design concept
without the express written consent of all parties; and
WHEREAS, the Veterans Memorial Committee has proposed to install a 30” by 20”
stainless steel information stand that will be 36” in height, on the west side of the sidewalk at the
intersection of the patio. The stand will be used to house informational handouts on the
memorial and park events.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that it
1. Approves the installation of an informational stand on the Veterans Memorial site as
proposed by the Scandia Veterans Memorial Committee for the purpose of providing
information on the memorial.
2. The information stand is a component of the memorial grounds and structures and subject to
the provisions of the agreement that require the Scandia Veterans Memorial Committee to
oversee any and all costs associated with capital maintenance and improvements deemed
necessary to secure the safety and good repair of the Memorial and Premises including, but
are not limited to, general upkeep of the Premises and minor repairs of the Memorial and the
surrounding area.
