Staff Report Date of Meeting: January 21, 2014 To: City Council From: Kristina Handt, Administrator Re: Updated Parking Ordinance Background: As discussed at the January work session, there have been challenges in getting Olinda Trail cleared of snow from curb to curb after a number of snowstorms because cars are parked on the side of the street. The Council heard from County Engineer Wayne Sandberg about a number of possible ways to address the issue. The Council directed staff to prepare ordinance updates so the restrictions would apply to all roads in the City, not just City roads. Issue: Should Ordinance No. 151 be adopted? Proposal Details: A copy of the proposed ordinance to replace former Ordinances 16 and 43 is included in your packet. Section 1 has remained the same with the exception of changing township to streets located within the City. Section 2 is the language prohibiting parking on any street located within the City until it is snow removal is complete from November 1 to April 30 as discussed at the work session. Section 3 has remained the same with the exception of changing township to streets located within the City. Section 4 is new language limiting recreational vehicles to 24 hours of being parked on the street. This was deemed necessary when language limiting parking on streets to 60 minutes from 2am to 6am was eliminated. Section 5 prohibits parking within 15 of a mailbox Monday through Saturday. Section 6 sets the penalty at a petty misdemeanor and allows a police officer to have a vehicle in violation of the ordinance removed at the owner's expense. Section 7 repeals the two previous ordinances. Since the ordinances are not codified, this should be done to make identifying current rules in place less cumbersome. Options: 1) Approve Ordinance No. 151 2) Amend and then Approve Ordinance No. 151 3) Make no changes to current ordinance Recommendation: Option 1.
