7.b Draft of the 11-14-17 Planning Commission Work Session minutes
November 14, 2017
The Scandia Planning Commission held a Work Session on the above date.
The following were in attendance: Commissioners Jan Hogle, Travis Loeffler, Tom Noyes and
Dan Squyres. Staff present: City Administrator Neil Soltis, City Planner Sherri Buss and Deputy
Clerk Brenda Eklund.
Chair Squyres called the meeting to order at 6:00 p.m.
DISCUSSION ON SHORELAND MANAGEMENT ORDINANCE UPDATE
Planner Sherri Buss lead the continued discussion on the update to the Shoreland Ordinance.
The Commissioners began discussing the DNR’s Model Shoreland Ordinance at its March
meeting, and continued the review at its August meeting. Buss provided the updated draft
ordinance based on those discussions, and continued to review sections of the ordinance in more
detail.
Setback averaging as provided for in the DNR model was discussed, and the Commissioners
concluded to omit that exception for a variance. Commissioner Hogle stated that the goal is to
get lots more conforming over time, and requiring the 100’ or 200’ OHWL setback should
remain.
Section 5.1 was optional language addressing commercial, public and semi-public uses on lakes
and determined to be removed. It was stated that having uses defined as water-dependent seemed
to be too vague.
Discussion on dimensional standards for lot area and width (Section 6.2) concluded that 2
options on lot sizes will be prepared for the public hearing on the draft ordinance; the more
restrictive DNR standards and the larger lot sizes allowed under the current ordinance.
Commissioners noted that public comments from property owners should be heard on this
regulation.
The work session adjourned at 7:00 p.m.

Commission meeting that followed.
