Comprehensive Plan — At the Comprehensive Plan Open House held on Tuesday, October 24 a map of the
future land use in Scandia was presented based on input from the survey and focus groups and comments
from the City Council. One of the requirements is that the City's plan provide for the growth as projected by
the Metropolitan Council. The growth through 2040 is projected at roughly 1,000 residents or 450+
households. In order to maintain the rural nature of the community, the plan provides for most of the growth
to be concentrated in the expanded village neighborhood district around the current downtown core and in a
new village neighborhood district on the east side of Big Marine Lake. Moving forward there should be
discussion by the PRC as to how to best meet the recreational needs for all age groups living in these areas
where the population density will have the greatest change.
Bike trails — At the previous PRC meeting the question was raised regarding the possibility of using excess road
funds from the planned 2018 road improvement projects for providing for expanded road shoulders to
accommodate biking. Below is a summary of the cost to add shoulders to the locations requested. A detailed
estimate that was prepared by the Ryan Goodman follows this report.

Park Improvement Fund — A 10/31/17 update of the balance in the Park Improvement Fund is provided. Note
that the City Council has approved 1 additional minor subdivision where there will be a $6,000 park dedication
fee and another is likely in November. If all of the funds are received in 2017 the balance owed to the Capital
Improvement Fund would be reduced from $29,000 as of 1/1/2018 to $17,000.
Grants — Ryan Goodman provided us with information on the Tony Hawk skateboard grants as a potential
source of funding to replace the equipment. Unfortunately the grant limits expenditures to new skateparks
and with concrete features.
Volunteer projects — In 2017 the City created a volunteer policy. In 2017 volunteers were used for buckthorn
removal at Wind in the Pines and painting the bleachers at the lighted ballfield. The policy calls for volunteer
opportunities to be proposed by staff, committees, commission, or the council. A listing of potential
volunteer opportunities will be presented to the City Council for approval. Once approved, City staff
will promote those opportunities. It would be helpful if the Committee would identify volunteer
opportunities in the City's developed and undeveloped parks.
Lilleskogen Veterans Memorial — After the last PRC meeting, Dave Wilson of the Veterans Memorial
Committee requested approval to install an information stand at the Veterans Memorial. A picture of
a similar information stand located in Forest Lake is shown below. The request was approved based
on the agreement with the Committee and the Lions Foundation.
