Re: SCBA (self-contained breathing apparatus) replacement
Background:
Our current SCBA packs are 16 years old and are obsolete and past their useful life. These units
provide fresh breathing air to firefighters and are their primary life safety protection on all
fire/hazard incidents. These packs are built into the seats of the trucks which allow firefighters to
put them on while driving to an incident. Currently, we share 12 SCBA packs and 34 air bottles
between our two engines. During monthly inspections, we must make basic repairs to the
existing packs to keep them in service. In order to complete repairs in a timely manner, we had tc
obtain much needed parts, through a purchase of used SCBA packs from Ebay. In addition to the
SCBA's being obsolete, 24 of the 34 the air bottles must also be replaced within the next 2 years.
Due to their age the air bottles cannot be hydro tested and recertified.
The Fire Department applied for a AFG grant, but we were denied.
Issue:
Should self-contained breathing apparatus be replaced?
Proposal Details:
Scandia fire personal have worked with 3 manufactures to review their offerings. Scott, Drager
and MSA all 3 vendors had similar pricing. The group has made a recommendation to purchase
the MSA G1 units. The purchase would include 12 harnesses, 24 bottles (45 minute), 30 face
masks (1 for each member to comply with fit testing requirements) and 12 thermal imaging
cameras. This also includes mask fit testing and in-service training.
Fiscal Impact:
The 2017 budget approved having the SCBA purchased using Capital Improvement Funds. The
cost for the complete unit is $106,918.15 this price is lower than the HGAC competitively bid
price. Pricing will be increasing after the first of the year. The CIP budget is $98,000.00. After
review we asked if the Relief Association would cover the cost of the thermal imaging cameras
since the department feels that the extra cost is well worth the safety that the camera provides to
the user. They have agreed to pay $9,540.00 to cover the cost of the upgrade. This will bring the
city cost down to $97,378.15 if accepted. Also the factory provided fit testing will save $636
because the FD annually provides fit testing through an outside agency at that cost. The factory
provided fit testing would fill that requirement for 2018.
Options:
(1) Approve the purchase of replacement SCBA.
a) $9,540.00 funded by relief association.
(2) Continue discussion at a future meeting.
(3) Do not approve the purchase of replacement SCBA
a) Continue to purchase replacement parts from ebay.
Recommendation:
