Re: Sand Lake Bike Route Signs and Bike Route Map Signage at Lion's Shelter
Background:
In July 2012 the Friends of Scandia Parks and Trails (Friends) made a presentation to the PRC
regarding bike route signage. They sought approval to place approximately 40 trail signs along
the route referred to as Sand Lake Trial on the attached map. The Friends received a $3,500
grant from the MN Parks and Trails Council to purchase those signs. The signs were installed
Fall, 2012 by City staff.
As part of that project they also sought approval from the Council to place a map of the bike
routes at the Lion's Shelter. Since the proposed routes differed slightly from the City's Master
Trail Plan, the revised map was brought back to the PRC for approval in June 2013 and approved
by the Council the same month.
The new map and accompanying handouts were installed at the Lions' shelter at Hay Lake Park
last year. As required by state law, the Council must now formally accept Friends' donation by
resolution.
Issue:
Should the Council accept the donation of the Sand Lake Bike Route Signs and Bike Route Map
signage for the Lion's Shelter?
Proposal Details:
The Friends have placed a 30" x 40" map inside the Lion's Shelter on the west back wall. The
map was constructed of aluminum laminated material with a specific coating to protect against
vandalism or graffiti. It does not need a frame and is secured with screws to the wall. City park
locations have been added to the map as well as public boat landing locations. Log House
Landing has been added as requested by the PRC. Sample bike rules are included to the right of
the map. The items recently required on other parks signs such as "City of Scandia" and City of
Scandia Ordinances Apply" do not appear on the map signage.
A copy of the donation form completed by the Friends is included in your packet along with a
copy of the map placed at the shelter and a sample of the Sand Lake Bike Route signs seen
throughout the route. Resolution 02-18-14-03 should be adopted in order to properly accept the
donations from the Friends.
