5.h Public Works Volunteer Opportunities Staff Report Date of Meeting: December 19th, 2017 To: Mayor, City Council From: Adam Hawkinson, Director of Public Works Re: Volunteer List of Opportunities Background: In 2017 Council adopted volunteer policies and procedures to provide overall guidance and direction to staff and volunteers engaged in volunteer management. The policy recognizes that volunteers are a valuable resource to the City and its residents. The policy states that volunteer opportunities may be proposed by staff, committees, commission, or the council. And that a listing of potential volunteer opportunities will be presented to the City Council for approval. Once approved, City staff will promote those opportunities. Issue: Should the listing of volunteer opportunities be promoted? Proposal Details: On the following page I have identified opportunities where volunteers could be used to supplement the Parks and Public Works activities of the City. Fiscal / Personnel Impact: Paperwork and filing at City Hall and Public Works (PW), time for the PW Director to meet with volunteers, and the coordination efforts with the volunteers are impacts on the staff at City Hall and PW’s department. Supplies needed to perform some of the volunteer tasks, such as painting or staining, would be an additional financial cost. Options: 1. Approve the listed volunteer opportunities 2. Defer action for further discussion 3. Take no action Recommendation: Option #1 Scandia Parks and Recreation Committee Volunteer Opportunities Initiative Areas of Focus Skills Required Painting and staining public buildings - shelters Knowledge of paints, stains and application techniques, use of ladders Park and Monument entrances Maintenance and upkeep Plant ID, pull weeds, add mulch, use hand tools (shovel, hand saw, lopper) City Hall Entrance / City Entrance Signs Seasonal flowers, décor, welcoming Plant ID, pull weeds, add mulch, use hand tools (shovel, hand saw, lopper) Light pole arrangements Advertisements, flags, holidays balance, ability to climb a ladder, Two persons required City Hall / Lighted ballfield maintain surfaces in playground areas Use hand sprayer with salt, pull weeds, rake, shovel Wind in the Pines (WIP)Signs and general maintenance; better trail markers; develop a species identification chart for the Park knowledge of botany or biology, GIS and GPS, computer skills Ball Fields Rodent control, redo green grass inhibitor plastic sections knowledge of ballfield maintenance / turf maintenance GPS Utility Marking City owned utilities knowledge of GPS data systems, and utilities to be mapped
