Re: Bliss Lift station #1 Pumps and Component Upgrades
Background: The 201 Bliss systems were installed in 1986 using a federal grant obtained through Washington
County. The responsibilities as owner of the system were turned over to the City of Scandia in 1988. The
County was contracted to maintain the system until 2012 at which point the City staff began to maintain the
system. There are no records in the public works files regarding maintenance of claws, elbows, or check valves
in the system. In accordance with the grant; “the owner (City) shall be responsible for the operation,
maintenance, and replacement of all publically owned components of the community sewage treatment
system.” For the 201 Bliss lift station #1, there are no funds in the CIP budget for 2018 through 2022.
At the 201 Bliss lift station #1 there were regular alarms at the end of Novemb er. Pump issues and pipe
outlet connections to those pumps were identified as the cause. Pump one was replaced to keep the system
operating without alarming due to high levels. Since then pump #2 has failed. There is now one working pump
motor in the lift station. The claw fittings and base elbows are worn so that proper connections cannot be
made to seal the outlet manifold and pump together for effective pumping. The sin gle pump is now running
12 to 15 hours per day.
Another issue is the check valves are working intermittently which causes discharge to re-enter the tank
through the other pump that is not operating. Also, the replacement pumps that have been installed in the
past have their wiring spliced inside the tanks which is continuously exposed to moisture and may lead to
early pump failure if not sealed properly.
Issue: Should the City invest in installing new equipment and parts to fix those failing in the 201 Bliss lift
station #1 or take other actions?
Proposal Details: On the following pages I have provided three bids for the council to consider. My proposal is
that both pumps are replaced at this time with new claws, check valves, elbows, and wire the pumps directly
into the control panel so that the station will operate efficiently. Spec. sheets are on additional attachments.
Fiscal Impact: In the 2018 budget there is $13,000 in funds between the miscellaneous contractual, and
maintenance/repair line items for this repair. Later in 2018 there may be a request for additional funding due
to this immediate need.
Options:
1. Replace the pumps and components for proper function of the lift station by accepting the quote from
W.W. Geitsh - $5,502.00 .
2. Replace the pumps and components for proper function of the lift station by accepting the quo te from
Quality Flow - $8,870.00
3. Replace the pumps and components for proper function of the lift station by accepting the quote from
General Repair - $5,859.28 .
4. Take another action

Adam,
Please find our quote for replacement pumps. Per our conversation this pump should develop the
flow and head you need as it has almost the 2 times the shutoff head as the SPD50 does.
I’ve attached the pump curve and technical data / cut sheets for your review.
This pump is about the same as the Barmesa pump hydraulically except the Myers pump will
have two mechanical seals protecting the motor and a 2 year warranty.
2- FE Myers model P52D ½ HP 230volt motors, 30’ cords.
2- Conery 2” Base elbows with integral check valve and lifts out with the pump “claw” for service.
2- Stainless Steel upper guide rail brackets.(reuse existing guide pipe)
1-Lot 2” Schedule 80 discharge pipe and fittings, stainless steel anchor bolts.
1-Labor to install base elbows, pumps, pull float and old pump cords out of the *conduit.
Your cost for above equipment installed………………$5,502.00
*We don’t know the condition of the conduit or how the pump and float cords are sealed in the
conduit. These could be glued in place with CHICO (which is a liquid putty poured into the conduit
to seal the conduit from lift station gases. It gets hard as a rock when it cures.) Pulling the cords
out of the old conduit could damage the float cords. If this is the case we can cut out the piece
of conduit that holds the CHICO and install a new piece of conduit and leave a gap in it act as an
air gap to vent wet well gases. We’ll bring replacement floats to the job. These will be replaced at
$56.00 each as needed.
