The Planning Commission will hold a public hearing on a proposed Zoning Ordinance
amendment to permit a concept plan review of Conditional Use Permits at its meeting on
January 2.
The Planning Commission has discussed adding an optional "concept plan review" for
conditional use permits to the Development Code during 2017. The value of a concept plan
review was identified during a review of a complex CUP amendment application, when the
Commission felt that a concept -level review early in the application process would have
benefited the applicant and the City by identifying issues and needs for additional information to
be addressed in the subsequent formal application for the amendment.
The Commission had a final discussion on the proposed amendment at the December meeting.
Commission questions clarified that the concept level review would not result in additional cost
to applicants if it was an administrative review. A Commissioner noted that as a builder, he
thought the review is a good idea because issues could be identified prior to the formal
application and potentially avoid applicant costs to prepare plans or submittals that did not
address significant issues or could not be approved based on the Development Code
requirements.
The draft Code amendment attached reflects the discussion, and has added an option for a
concept plan review to the Conditional Use Permit section of the Code. It includes:
• A list of required and option items for the concept plan
• Options for review by the Zoning Administrator, and at his or his discretion, Planning
Commission, and/or City Council
Concept plan reviews provide comments only—this step would not include project
approvals
The proposed process is similar to the process that the City has in place for a concept
plan review of Major Subdivisions
