RE: Zavoral Mining and Reclamation Project — Annual Erosion and Sediment Control
Inspection Report
As per the contract (13-01) between the Washington Conservation District (WCD) and the City of Scandia,
WCD staff performed Erosion and Sediment Control (ESC)inspections pertaining to Technical Service 3 of
Exhibit B. Two ESC inspections were performed at the Zavoral Mining project in 2013. This memorandum
serves as a year-end summary of those activities.
The first inspection occurred on October 2, 2013. Mining activities had not yet begun, however site
preparation activities including silt fence installation, vegetation removal, initial reclamation activities
including grading, tree transplantation, etc. were underway. A Tiller representative provided WCD with a tour
of the site and presented the locations of installed silt fencing and indicated where there was a deviation from
the original Stormwater Pollution and Prevention Plan (SWPPP). On the original SWPPP, double -row silt
fence and a diversion berm/swale are indicated at the northern portion of the Phase 1 project area. Tiller had
not disturbed that region and therefore the silt fencing and berm/swale were not necessary. The area has
remained relatively undisturbed (except for infrequent vehicle traffic for tree transplantation) and provides a
large vegetated buffer between the active mining area and the project limits. Silt fencing in most of the
remaining portion of the project area had been adequately installed. One section of land where active
vegetation removal activities were taking place located adjacent to the landowner's driveway did not yet have
sediment controls in place. The Tiller Representative stated that there was a large supply of bio -logs onsite
and that they would be installed as soon as possible. The installation of the bio -logs was confirmed on
October 7, 2013. Overall, the ESC for the site was acceptable.
The second inspection took place on December 3, 2013. Active mining was occurring within the project area.
Again, a site tour was provided by Tiller and several changes to the perimeter control of the site had been
implemented to provide protection from stormwater runoff leaving the area. For instance, an additional row
of silt fence had been installed along much of the southern project perimeter, silt fence was installed along the
landowner's driveway to replace the bio -logs, new silt fence was installed to prevent sediment discharging
from the internal haul road to the driveway, etc. The December 4, 2013 memorandum to the City provides
additional specific detail on the erosion and sediment control on the site. One deficiency was identified and
Tiller quickly responded by installing bio -logs in the subject area. Overall the ESC for the site was acceptable.
Results/Conclusions /Recommendations
The erosion and sediment controls at the Zavoral Mining and Reclamation project area have been
professionally installed, well maintained, and fortified where deemed necessary. Additionally, the relatively
minor deficiencies have been rectified immediately and effectively. Tiller has been very cooperative and has
provided the WCD with detailed tours of the site, descriptive summaries of its operations, and provided
follow-up correspondence, when needed. Overall, the ESC is being implemented as per the City's
requirements.
