Re: Lilleskogen Park Restoration Strategic Action Plan Updates
Background:
The Parks and Recreation Committee approved the Lilleskogen Park Restoration Strategic
Action Plan at the August 5, 2013 meeting. The Plan breaks down the park restoration into
specific goals, identifies actions steps needed to complete the goals, who is involved in
completing the goals, when the goals should be completed, and allows for the Committee to
review the plan and make any additions, deletions, corrections or other changes as needed.
Issue:
Since approving the Strategic Action Plan there have been goals that have been completed
and/or changed. The Parks and Recreation Committee should review the Plan and make
updates as appropriate.
Proposal Details:
Included in your packet is a draft of the updated Strategic Action Plan. Updates are indicated in
red. Changes include the addition of a raingarden action step to the Completion of Gravel
Parking Lot goal, as well as revised due dates. Since the action steps for the Wetland
Restoration goal have not been completed as scheduled, the Plan reflects pushed out dates for
the goal. These due dates may be too optimistic and the Committee may want to consider
pushing the due dates out even further as the Committee concentrates on the completion of the
Installation of Butterfly Gardens goal and Wildflower Entrance Feature goal.
At their December 9, 2013, meeting, the Economic Development Authority recommended the
Parks and Recreation Committee apply for MnDot’s Community Roadside Landscaping
Partnership Program for funding assistance to meet the Wildflower Entrance Feature goal.
Eligible projects must include a minimum of $1,000 worth of materials and the maximum award
of funds for any project or project phase shall not exceed $30,000 in any given year. The EDA
also recommended the signs included in the Strategic Action Plan should indicate one general
Welcome to Scandia sign on Oakhill and Highway 97 and a Lilleskogen park specific sign at the
parking lot entrance. These recommendations have been added to the Strategic Action Plan.
Options:
1. Approve updates to Strategic Action Plan as noted.
2. Make additional changes to the Strategic Action Plan and then approve updates.
