6.b) Staff Report-Butterfly Garden STAFF REPORT Date of Meeting: March 3, 2014 To: Parks and Recreation Committee From: Judi Negus, Office Assistant Re: Lilleskogen Butterfly Garden Background: Janie O’Connor attended the February 3, 2014 Parks and Recreation Com mittee meeting to share the “History of Butterfly Garden in Lilleskogen Park” presentation. O’Connor also shared planning updates for the butterfly garden and encouraged the Committee consider Monarch Waystation certification of the Lilleskogen butterfly garden. Issue: The Parks and Recreation Committee did not vote on whether or not to recommend Monarch Waystation certification. The Committee also discussed reducing the size of the butterfly garden, but did not take a formal vote. Since both of th ese recommendations would alter the Lilleskogen Park Restoration Plan, the Committee should make a formal vote and recommendation to the City Council. Proposal Details: O’Connor has presented detailed information regarding the need for Monarch Waystation certification, as well as how to become certified, to the Parks and Recreation Committee for consideration. O’Connor has provided a budget for a 2,000 square foot butterfly garden that is included in your meeting materials. The Committee agreed at the February 3, 2014 meeting that a reduced size butterfly garden would be sufficient. Options: 1. Recommend Monarch Waystation certification of the Lilleskogen butterfly garden, recommend a reduced size of 2,000 square feet for the butterfly garden, and recommend O’Connor approach the Scandia Marine Lions for another donation once the curb cutout and rain garden are complete. 2. Do not recommend Monarch Waystation certification of the Lilleskogen butterfly garden and/or do not recommend a reduction in the butterfly garden. Fiscal Impact: There is no fiscal impact to the City’s budget, provided private donations are obtained for the butterfly garden. O’Connor estimates the cost of the butterfly garden will be $4,400 with $1,000 already committed from the Friends of Scandia Parks and Trails. Recommendations: Recommend option #1.
