6.a) Staff Report-Lilleskogen Parking LotStaff Report To: Park and Recreation Committee From: Tim Kieffer, Director of Public Works Date: May 5, 2014 Re: Lilleskogen Parking Lot Background: The Lilleskogen Parking Lot was sub-cut and aggregate was donated to construct the base course. Staff received quotes to install two driveway aprons and replace the existing apron with bold-face curb. The Park and Recreation Committee decided to wait until spring of 2014 to see if the cost would decrease. The parking lot was sloped to drain into a rain garden in the middle of the lot. The Washington County Water Conservation District, Carnelian-Marine-St. Croix Watershed District, and staff worked on the design of the rain garden. Unfortunately, the high water table and shallow catch basin, made the construction not feasible. Currently, water is ponding and backing up onto the parking lot. Erosion from the parking lot has begun to fill in the rain garden. Proposal: Staff is proposing to install two driveway aprons, replace the existing apron with boldface curb and install concrete curb around the rain garden to control erosion. Two catch basin structures will be installed to treat the effluent from the parking lot. An overflow pipe will be connected to the nearest catch basin which will allow for any water over 1-inch to drain away. Vegetation within the garden will help absorb the remaining 1-inch of water. Issue: What concrete curb work should be done? Fiscal Impact: The Park Capital Improvement Fund has $7,984. The cost for each catch basin is $600 plus delivery and tax. Quotes for the concrete are due Friday, May 2, 2014 that staff will bring to the meeting. Options: 1) Recommend to the Council to install two driveway aprons, replace the existing apron with bold-face, and install curb around the rain garden. 2) Recommend to the Council to install only the two driveway aprons and replace the existing apron with bold-face curb. 3) Other options 4) Do not make a recommendation. Recommendation: Option 1 Attachments:  Proposed work  Pictures of catch basin
