6.a) Staff Report-Food and Beverage Vendors STAFF REPORT Date of Meeting: November 3, 2014 To: Parks and Recreation Committee From: Judi Negus, Office Assistant Re: Vinterfest-Food and Beverage Vendors Background: At our October 6, 2014 meeting, Bildeaux informed Scot Taylor of Meister’s planned to attend our November 3 meeting for discussion to provide food and/or beverages during Vinterfest 2015. Negus suggested all Scandia businesses, including Chiko’s, Scandia Creamery, and the Scandia store, as well as the Scandia-Marine Lion’s, be invited. Committee members agreed to invite the remaining businesses. Issue: What Scandia businesses are interested in providing food and/or beverages during Vinterfest to be held February 6 and 7, 2015? Which Scandia business(es) should the Parks and Recreation Committee recommend provide food and/or beverages? Proposal Details Staff recommends the Committee establish guidelines for the businesses to use in providing a written proposal. The guidelines should include: 1. What food and/or beverage proposed to sell. 2. Days and hours of operation. 3. Able to provide adequate number of trained servers/staff at Vinterfest. 4. Compliance with temporary license obtained from Washington County for serving food. 5. Conformance with legal requirements for selling liquor and/or food (on-sale licensee based in Scandia, proof of required insurance, etc.) 6. Evidence that staff have been thoroughly trained in liquor laws and ordinances. 7. Track record of conformance with licensing laws at their existing business location in Scandia. 8. Meeting all city requirements for a Temporary Off-Premise Liquor license. ($25.00) 9. Committed to a cash contribution to the City of Scandia to benefit Lilleskogen park. (Recommended: $500.) Fiscal Impact: Not known at this time. Options: 1. Establish a deadline of November 19, 2014 for the submission of written proposals from interested businesses. 2. Do not seek submission of written proposals. Recommendation: Option 1.
