6.c) Staff Report - Lilleskogen ParkStaff Report To: Park and Recreation Committee From: Tim Kieffer, Director of Public Works Date: October 6, 2014 Re: Lilleskogen Park Background: The first item in the Lilleskogen Strategic Action Plan is the completion of the parking lot. The original parking lot design calls for bituminous, curb, and an eight foot path behind the curb. In 2013, sand and gravel were hauled in and graded to construct the sub-base of the parking lot. In Spring of 2014, curb drops, the inside curb, and overflow structure were constructed. The curb drops were installed so the parking lot could be used until further progress. To keep the gravel from eroding into the rain garden the inside curb was installed along with two Rain Guardians. Finally, the overflow structure was installed so water had somewhere to go. The rain garden is also not complete. Vegetation needs to be planted and mulch and rock spread. The City received a grant from the watershed district for half the cost of construction. The PRC, Friends, and WCD are the assigned organizations for the completion of the rain garden. This summer the Park and Recreation Committee decided to move forward with the butterfly garden even though the parking lot and rain garden are not completely done. Some problems arose from moving the butterfly garden ahead of the parking lot. Dirt had to be hauled in to bring the area up to grade and logs were used as a temporary curb to keep the dirt in place. There is also the risk of vegetation being disturbed or ruined as other projects are constructed. Proposal: Staff is proposing the rain garden and parking lot be completely done before new projects are pursued. Issue: What should the order of events be for Lilleskogen Park? Fiscal Impact: Material cost estimates to complete the rain garden are $2,000. The curb is estimated at $7,500 and the bituminous parking lot at $15,000. Options: 1. Complete the rain garden and parking lot before new projects are pursued. 2. Allow new projects to start before the rain garden and parking lot are completely done.
