Guests Present: Tom Triplett and Rich Burton (representing Friends of Scandia Parks and Trails),
Jill Medland and Jean Van Tatenhove (National Park Service), and Corey Roberts
Chair Zauner called the meeting to order at 7 p.m.
PUBLIC FORUM
There were no comments.
APPROVAL OF AGENDA
Motion by Bildeaux, seconded by Chair Zauner, to approve the agenda. The motion carried 3-
0.
APPROVAL OF MINUTES
Motion by Chair Zauner, seconded by Borg, to approve the July 7, 2014 minutes. The motion
carried 3-0.
REPORTS
Chair's Report
Chair Zauner reported he was present at the July 23 Scandia Farmers Market to hand out the
updated summer recreation programs flyer and "History" flyer, as well as the dodge ball tournament
flyer. Chair Zauner stated not many of the flyers were distributed.
Staff Report
Negus shared results of the July 31 "The Miracle of the Monarch" fundraiser organized by Janie
O'Connor. There were approximately 55 participants and $517 was raised to help fund the butterfly
garden at Lilleskogen park.
Negus reported the last two sessions of tennis camp started this week and the classes were
combined for a total of 8 participants.
OLD BUSINESS
Taco Daze Dodge Ball Tournament - Confirm Responsibilities
Negus informed she and City Administrator Handt interviewed Jacob Fetch for the dodge ball referee
position and recommended Fetch be hired for the position.
Motion by Chair Zauner, seconded by Borg, to hire Jacob Fetch for the dodge ball referee
position. The motion carried 3-0.
Negus reminded Committee members had recommended four referees for the dodge ball
tournament. At the July 7 meeting, Bildeaux and Rasmussen confirmed their commitment to
referee. Negus pointed out the need for one more referee. Borg offered to referee the dodge ball
tournament.

Negus also shared staff have not received any dodge ball tournament registrations and encouraged
Committee members to distribute flyers throughout the community. Negus informed she has shared
this information on the City's website and Facebook page, as well as submitting a press release.
NEW BUSINESS
Log House Landing Signage (National Park Service)
Jill Medland introduced herself and shared the National Park Service would like to collaborate with
the City to develop and install signage at the Log House Landing in recognition of its historical
significance. Medland stated signage would provide park visitors information regarding rules, safety,
health, and other issues they need to be aware of. Medland shared the signage would identify Log
House Landing as part of the St. Croix National Scenic Riverway.
Jean Van Tatenhove was introduced and informed her role is to design and produce signage for the
National Park Service. Van Tatenhove provided a handout showing examples of some of the
displays including bulletin boards and other exhibits that could be used to identify Log House
Landing as part of a national park unit. Van Tatenhove suggested that because of the size of Log
House Landing she would recommend a bulletin board and perhaps one more exhibit. Van
Tatenhove shared the exhibit should be in a location that would not impact the quality of the setting,
but would be available and attractive to visitors.
Borg inquired who would be responsible for paying for the signage. Medland informed the National
Park Service would pay for the signage and installation.
Medland stated the National Park Service does not have a recommendation for signage at this time.
The National Park Service would like to work with the City to incorporate the National Park Services
guidelines and the City's recommendations. Chair Zauner pointed out the signage would not be
installed until the Log House Landing grant improvements have been completed.
Lee suggested Lisa Schlingerman would be a great resource for historical reference in making
recommendations for the signage. Schlingerman, who was in attendance at the meeting, agreed to
participate.
Motion by Bildeaux, seconded by Chair Zauner, to recommend the Parks and Recreation
Committee collaborate with the National Park Service for signage at the Log House Landing.
The motion carried 3-0.
Signage Request (Friends of Scandia Parks and Trails)
Rich Burton shared a color -coded bike route map that was approved for display at Hay Lake. Burton
informed the Friends of Scandia Parks and Trails is working on signage for bike routes. Burton
stated they have enough dollars for adding another bike route map. The new route is called the
Dala route along County Roads 3, 52 and 4. Burton provided an example of what the County
approved to be displayed. The sign was rhombus in shape and approximately 6 inches across with
a red directional arrow. Burton informed the color would have to be changed to, most likely, orange
as the County would not approve red. As well, the County does not approve words on signs.
Burton shared what the Friends proposed to be placed on the "Scandia" signs as entering the City.
Tom Triplett informed the City can decide what additional signage should be placed on these signs.
Burton shared an example of a sign that had a bicycle on top, the words "Follow the Arrows", and
below showed the rhombus -shaped color codes. Triplett suggested that not all four of the color
codes would necessarily be on each sign and, perhaps, only one color code would be on the sign
according to the nearest bike route. Triplett also informed the signs would include the Dala horse
logo.

Lee questioned if the proposed signage was similar to other cities and offered to contact the League
of Minnesota Cities to see how other cities are providing bike route signage. Burton offered to
contact Bike Minnesota to see examples of other cities bike route signage.
Scanley Cup-Vinterfest 2015 (Corey Roberts)
(This agenda item was moved due to Roberts' late arrival.)
Roberts confirmed Vinterfest dates of February 6 and 7, 2015. Roberts shared the following as
ways to enhance the Scanley Cup experience:
Larger tent or one that is more durable.
Roberts will follow-up with Kieffer regarding ideal size of tent or type of durable tent.
Fireworks display.
Borg shared it might be difficult to have a fireworks display due to restrictions and liability.
Bildeaux indicated the cost may be prohibitive.
More sponsorship.
Roberts stated he received calls from three businesses looking for sponsorship
opportunities.
Proceeds to benefit a Scandia family in need.
Kieffer suggested City policy may not allow proceeds be made available to the public.
Consider moving the slap shot contest to the main rink.
Roberts informed there is a new junior hockey team he plans to approach to see if there is
interest in running/staffing the contest. Roberts shared scheduling challenges in moving the
contest to the main rink. Kieffer suggested moving the contest to the main rink would be
safer.
Full-time DJ announcer.
Bildeaux stated he believed Dan Swanson offered to announce. Roberts shared he may
also have some contacts. Chair Zauner suggested more than one DJ would be ideal.
Roberts also felt this would draw participants to the slap shot contest.
Increase registration fee from $250 to $400-$500.
Roberts felt the market would justify an increase.
Provide more food and beverage.
Bildeaux informed of the clarification for providing a temporary license for off -premise sales
of beer.
Better signage.
Chair Zauner proposed to include Scanley Cup on the Vinterfest promotional materials.
Roberts asked if the City could provide rubber mats to protect the hockey players' skates when Lee
inquired how the City could help. Bildeaux offered to move a fire pit closer to the hockey players.
Lake Free Church Recognition
Kieffer recommended the Committee acknowledge the volunteer work of the Lake Free Church it
spreading woodchips at the community center and Hay Lake. Kieffer suggested a framed certificate.
Motion by Bildeaux, seconded by Chair Zauner, to recognize the volunteer contributions of
Lake Free Church. The motion carried 3-0.
Vinterfest Still Parade
Chair Zauner questioned if the Committee wanted to consider a standstill parade at Vinterfest 2015.
Bildeaux suggested Committee members approach businesses to see if there is an interest in
participation. Kieffer suggested placing an article on the City's website and Facebook page. The
Committee agreed staff should proceed.
