Comprehensive Plan Update

coordination, wetland delineation/approval, culvert inspections, and
coordination with the Washington County projects.
➢ As a separate agenda item a formal request has been prepared, "Authorize
Preparation of Plans and Specifications".

➢ 2018 Tree Sale
• Each Spring the Washington Conservation District holds a tree sale for
county landowners to purchase high quality trees at a low cost for urban
and rural conservation purposes, such as windbreaks, reforestation,
erosion control, and food and cover for wildlife. Order at the link below,
orders and payment must be received by April 9, 2018.

➢ 2017 City Engineer's Conference
• 1 will be attending the City Engineer's Conference January 24tH -26tH
Some of the topics presented at the conference will include: engineering
cost analysis of compliance with water quality standards and rules for
municipal stormwater and wastewater systems, strategies in project
communications, stormwater reuse and groundwater recharge, 3D
design technology, survey innovation, and asset management.

RE: Draft Washington County 2018 — 2422 Capital Improvement Plan (CIP) Comments
Dear Mr, Goodman -
Thank you for your comments dated November 21, 2017 conoeming the Washington County
2018 - 2022 Draft CI P. Cur responses, when appropriate, to your comments are as follows,
Pavament Maintenance on County State Aid Highway (CSAH) 15 IManning Avenue) and
Intersection Improvement at CSAH 15 and Trunk Highway {TH) 97 (Scandia Trail N)
Weare currently tentatively planning that CSAH 15 from CSAH 4 (1704h Street North) to the
North County Line would receive pavement replacement work in the 2020 — 2021 timeframe.
This is approximately 7.1 miles of pavement rehabilitation representing over $2.4 million of
improvements to the CSAH 15 corridor.
We concur that it would be advantageous to construct an intersection improvement at the
intersection of CSAH 15 and TH 97 at the same time or in a way that compliments this planned
pavement rehabilitation work. Since TH 97 is a State Highway, the Minnesota Department of
Transportation (MnOOT) has jurisdiction over this intersection, including the type and timeframe
for any intersection improvements.
We would recommend the County and Cityjointly approach MnDOT in 2018 to discuss how we
could best evaluate the feasibility of an intersection improvement here in the timeframe
mentioned.
Trail Development in Northern Washington County
The County's 2030 Comprehensive Plan identifies an east -west regional trail corridor — the
Glacial Hills Regional Trail travelling adjacent to CSAH 4 which, along with the Central
Greenway Trail travelling along CSAH 15, would connect Big Marine Park Reserve with William
O'Brian State Park, as well as connect to a planned future extension of the Gateway State Trail.
It is expected that this same vision will be carried forward in the County's 2040 Comprehensive
Plan. However work on the trail master plans, the first phase in actually developing these trails,
is not expected to begin until atter 2022. We do look forward to continuing to discuss these
regional trails with the City, and appreciate the support.
Again, thank you for your support of the County's 5 -Year Capital Improvement Plan. The Cty of
Scandia has.been and continues to be a valued partner in the planning, design and construction
of cbUnty cipl% infrastructure improvements. We value our relationship and look forward to
working together to implement the projects planned in this CIP, and develop potential future
projects.
