Subject: Reinhardt Driveway Wetland Fill - TEP Meeting Follow-up
Scandia WCA TEP and Interested Parties,
Thank you for meeting on Friday (1/26/18) morning to discuss the Reinhardt Driveway After -the -Fact WCA Permit
Application. The purpose of the meeting was to review new information and consider providing additional TEP
recommendations to the LGU. Each of the three items in the application's sequencing discussion were reviewed: Septic
system access, storage access, and rear property access. The applicant contended there was new information to
document alternative storage access was not feasible. Photos, measurements, and discussion were provided. Further
consideration of this feasibility discussion would only be applicable if all other permit constraints are removed (see
below).
As noted in WCA Rules 8420.0520 Subp. 3. Impact avoidance. C. Alternatives analysis: (3) The local government unit
must consider the following in evaluating avoidance alternatives as applicable: (d) efforts by the applicant to
accommodate or remove constraints on alternatives imposed by zoning standards or infrastructure, including requests
for conditional use permits, variances, or planned unit developments. Accordingly, the TEP recommendation does not
change and cannot currently recommend approval.
