11. Staff Report-Hire PT On-Call Maintenance Worker Staff Report Date of Meeting: February 7, 2018 To: City Council From: Neil Soltis, City Administrator Re: Hire Seasonal, PT On-Call Maintenance Worker (Snow Removal) Background: At the November 21, 2017 Council meeting the Council was in consensus to proceed with posting the position which became vacant due to the untimely death of Clarence Seefert. The position was promoted on the City website and Facebook page and an advertisement was placed in the Country Messenger. The only application received came in on January 31st from Anthony Angell. Public Works Director Adam Hawkinson and I interviewed Tony on Monday, February 5. Tony is a Scandia resident who operates a home-based business. Prior to committing to his company full- time, Tony worked for 9 ½ years in Street Maintenance for the City of Roseville. Tony has experience in operating the full realm of Public Works maintenance equipment, has experience in plowing snow, and maintains a Class A Drivers License. His supervisor in Roseville was contacted and provided a positive reference. The Sheriff Department ran a background check with no issues. Issue: Should Tony Angell be hired as an On-Call, PT Maintenance Worker? Proposal Details: Staff is recommending that Tony Angell hired for the 2018 season at the pay rate of $17.34 per hour. Fiscal Impact: The above wages are provided for in the 2018 budget for public works temporary employees. Options: 1) Approve hiring of Tony Angell to the part-time, on-call maintenance position at the pay rate listed above 2) Continue the advertisement for applications 3) Do not hire any part-time, on-call maintenance positions for the 2018 season. Recommendation: Option 1.
