Background: John Chrun of Cycling Scandia is seeking approval to use the warming house as a
gathering place in support to the Cycling Scandia initiatives. John’s letter of request and
information on the recommendation for this location follow this report.
Issue: Should the warming house be utilized as a spot for the gathering place for cyclists
Fiscal Impact: John has noted that Cycling Scandia is proceeding within the framework that
Cycling Scandia will bear all costs related to adding amenities to the area around the warming
house. Perhaps those funds will be derived from fund raising activities, grant monies, soliciting
support from businesses should they want to be highlighted on a panel in the signage, etc.
Options:
1. Endorse the concept of using the warming house as a gathering place
2. Request additional information regarding the use
3. Refer the request to the Parks & Recreation Committee for further discussion
4. Decline the request
Recommendation: Options 1 and 3 – A preliminary endorsement by the Council would enable to
discussion as to how to best use the warming house and are area around it for this purpose.
CYCLING SCANDIA
We are seeking approval by the City of Scandia for a resolution to permit the use of city
property located around the “Warming House” as a “gathering place” in support of the Cycling
Scandia initiative. At this time, the approval is for the concept of a “gathering place”, with many
details yet to be finalized and subject to future city review and approval.
The “gathering place” committee of Cycling Scandia has identified the area around the warming
house as the most desirable location within Scandia to site a spot for bicyclists. The “gathering
place” would be a site in which bicyclists, both Scandia residents and non -residents, could
either begin and end their bicycle rides or use as a rest stop/shelter as they pass through
Scandia.
In addition to using the current amenities that include a picnic table and bike rack the following
improvements are desired:
• An appropriate water fountain on the outside of the warming house that could be used
24/7 during bicycling season (early April until mid-October). The plan would be to utilize the
current water access available in the building.
• Signage that would detail bike routes in and around Scandia. The desire would be to
include within the signage panels specific to: Scandia’s history, the Gammelgarden, Elim
Church, highlight events such as: Taco Daze and Vinterfest, businesses within the boundary of
Scandia, etc.
• A rest room facility such as a Porto-Let.
• A bike fix-it station.
