Re: Tailgate Sander Purchase for the F550
Background:
Public Works currently have a drop in box sander unit mounted on the back of the F350 flatbed one ton.
This unit is 13 years old, runs on gas, requires more repair and maintenance time each year, and creates
visibility issues when plowing because it is on the bed of the truck. The City of Scandia has gravel roads and
paved roads that require maintenance in the winter. Recycled chip seal rock is used on the gravel roads for
traction and rock salt is used on the asphalt roads. In order to switch materials used in the unit, staff needs
to run the unit until it is empty and then refill with the desired product to use on the roads. The City strives
to be as cost effective as possible with its winter street maintenance program
Issue
Staff is requesting a recommendation from City Council to approve the purchase of a tailgate
replacement or under tailgate sander to replace the box sander that is 13 years old.
Proposal Details:
We have received three quotes which include mounting and wiring:
Berts: replacement tailgate sander – $6,585.00
Crysteel: Under tailgate sander: $6,014.37
Truck Utilities: Under tailgate sander: $6,100.00
Aspen: Under tailgate sander: $7,190.00
The purchase of tailgate sander unit will allow the staff to more effective and efficient in applying
products to the roads in winter months. With a sander on the F550 dump truck, the two products used in
the winter road maintenance program can be easily exchanged to either salt or granite chip. It is an
electrical unit and maintenance is very minimal compared to the gas unit used now. When there is a single
or minimal number of requests for addressing icy roads, staff could use the smaller truck to service the call
rather than using the large dump truck which will be more cost effective. Other advantages include safer
plowing without the unit on the F350 and the reduced amount of area needed to seasonal storage of the
unit.
The Rugby box that is on the F550 was purchased through Truck Utilities in 2014. Staff feels that returning
the vehicle to the same vendor that supplied the box would have more knowledge of the product for
proper installation.
Fiscal Impact:
Funds used are allocated through the CIP Equipment Replacement Fund. In the approve budget there
is $7,000 approved for the purchase of the tailgate sander.
Options:
1. Accept the quote from Truck Utilities to purchase the tailgate sander for $6,100.00
2. Accept the quote from Crysteel to purchase the tailgate sander for $6,014.37
3. Non-approval
