9.h Discussion on proposals received for 2018 Dust Control Staff Report Date of Meeting: February 20, 2018 To: City Council From: Adam Hawkinson, Director of Public Works Re: Dust Control – gravel roads 2018 Background: The City has historically applied Calcium Chloride to most of its gravel roads as a means of dust control. The City also includes the roads of Cedar Cliff in the quotes for applications. If treatment is requested by Cedar Cliff residents the city charges them for this service. They have requested this service again for 2018. Proposal: Staff is proposing to apply Calcium Chloride to the selected gravel roads on the proposal. Two applications should be applied as recommended by the Minnesota Department of Transportation. This helps prolong the loss of dust and fine particles. The loss of fine particles causes the loss of larger aggregate and gravel roads deteriorate faster which leads to the need for additional gravel to be added to the roads. Fiscal Impact: The 2018 budget has $25,000 allocated in the contractual road maintenance fund for dust control. The low bid is $0.91 per gallon for a base price of $15,017.73 for the first application and $7,509.32 for the second application. Cedar Cliff’s financial responsibility would be $2,570.30 for the first application and $1,285.15 for the second application. Options: 1) Award the Calcium Chloride application for dust control to Northern Salt Inc. 2) Award the bid to one of the others per their quote(s) 3) Award the chloride application for dust control but limit the roads the applications occur. Do not award the chloride application for dust control.
