4. Staff Report - Community Center InsulationTo: City Council From: Tim Kieffer, Director of Public Works Date: May 7, 2014 Staff Report kpo SCANDIA Re: Community Center Insulation Background: The Community Center roof was replaced last fall because it leaked due to ice dams. The soffit was also replaced to allow for better air flow. The contract stated that extra openings would be cut in as needed for proper ventilation. Staff noticed that no additional openings were made. The contractor said the wood was structural and that cutting into them was impossible. Staff contacted a structural engineer firm to find a solution. Their recommendation was to install vent chutes and foam board insulation to create a wind -wash barrier. Vent chutes had already been installed. Midwest Exteriors, the Building Official, and staff met to inspect the soffit area. It was agreed upon that there was a sufficient air gap but there was no insulation or wind -wash on the top -plate of the exterior walls. It was also discovered that the east elevation needed additional insulation in the attic area, vent chutes, and a wind -wash. Proposal: The recommendation for the west and middle elevations is to spray along the top -plate 3.5" of foam that will insulate and acted as a wind wash. The east elevation will have additional insulation, vent chutes, and the wind wash reinstalled properly. Three attic hatches will also be sealed. Fiscal Impact: The cost of the proposed work is $4,278.35. Midwest Exteriors is covering the cost of labor. Options: 1) Award the Community Center insulating to Midwest Exteriors Plus for $4,278.35 to be paid out of the Capital Improvement Fund. 2) Award the bid to some other contractor.
