5.h) Staff Report-Camp Lakamaga Contract� c i SCANDIA Staff Report Date of Meeting: March 18, 2014 To: City Council From: Judi Negus, Office Assistant Re: Program Agreement with Girl Scouts of MN and WI River Valleys for Summer Recreation Programs Background: Since 2007, the City has partnered with the Girl Scouts of the Minnesota and Wisconsin River Valleys to offer summer recreation programs at Camp Lakamaga on Big Marine Lake. In past years, we offered the "Cleat Kids" program for children ages 4-6. Last year, we cancelled both sessions of the "Cleat Kids" program due to low enrollment. Camp Lakamaga no longer chooses to offer this class due to staffing concerns. As well, Camp Lakamaga will no longer offer the "Art Adventurer" class and the "Water Bonanza" class. These classes are included in the day camp programs they offer. Issue: Is the attached agreement with the Girl Scouts for summer recreation programs acceptable? Proposal Details: Camp Lakamaga will continue to offer the full-day "Outdoor Explorers Day Camp" at the same rate as last year ($140). Camp Lakamaga will continue to offer the half-day "Junior Explorers Day Camp" at the same rate as last year ($65). The cost for the "Little Tyke Archers" and "Robin Hood & Maid Marion Archers" classes increases from $12 to $14 this year. The City will also continue to offer Skateboarding Camp and Tennis Camp. I am in the process of finding instructors for these camps. A copy of the agreement is included in your packet. This is the same agreement format that was used last year with updated dates. It has been signed by the Girl Scouts Chief Operating Officer. Fiscal Impact: Program revenues will be shared between the City (20%) and River Valleys (80%) for all programs covered by the agreement. There will be no obligation to either party if programs need to be cancelled due to lack of registrations. Last year, the program generated $5,608, $1,121.60 of which the City retained. Options: 1) Approve the Program Agreement with the Girl Scouts. 2) Amend and then approve the Program Agreement with the Girl Scouts. 3) Take no action at this time. Recommendation: Option 1.
