Re: Recommended Changes to Lilleskogen Park Restoration Plan
Background:
The restoration and development of Lilleskogen Park plan enables residents of Scandia to have a
park facility that can be better utilized by many different user groups. These groups include
school children who may use the park as an educational and interpretive resource, and seniors
and young families who desire to have a safe and accessible walking trail system to use in close
proximity to where they live. The Lilleskogen Park Restoration Plan dated March 18, 2008
includes plans for a 5,000 square foot native plant butterfly garden.
Janie O'Connor attended the February 3, 2014 Parks and Recreation meeting to recommend
Lilleskogen butterfly garden become certified as a Monarch Waystation. O'Connor shared the
proposed site would meet all the requirements including size, exposure to sun, drainage and soil
type, plants and management. O'Connor also recommended the reduction of the butterfly garden
and felt a 2,000 square foot garden would be sufficient.
Issue:
Should the Lilleskogen Park Restoration Plan be amended?
Proposal Details:
At the March 3, 2014 Parks and Recreation meeting the Committee voted to reduce the butterfly
garden to 2,000 square feet, with the expectation that the Committee could re-evaluate further
expansion at a future date. In addition, the Parks and Recreation Committee voted to support
monarch conservation and recommended Monarch Waystation certification of the Lilleskogen
butterfly garden.
Fiscal Impact:
There is no fiscal impact to the City. All funds to provide a butterfly garden will be provided
through donations.
Options:
1. Approve the recommendation to reduce the size of the butterfly garden to 2,000 square
feet and approve Monarch Waystation certification.
2. Do not approve the recommendation to reduce the size of the butterfly garden and/or
Monarch Waystation certification.
