Background:
Previously, each year the warming house is staffed by five seasonal Ice Rink (Park)Attendants,
supervised by a Skating Supervisor. The City also hires a seasonal Ice Rink Maintenance
Worker,who is responsible for flooding the rink and maintaining the ice during the season.
Staffing should be completed by December 1; tentative opening date for the rink will be in mid-
December.
Issue:
What should the hiring process be for ice rink attendants for the 2012-2013 season? Should the
Ice Rink Maintenance Worker position be filled only as a backup position?
Proposal Details:
Staff is reGuesting the Council authorize the advertising for applications for ice rink attendants at
the same pay rate as last season. Previous attendants are encouraged to apply if they wish to
come back for another season. The Council is also requested to delegate the interview process to
sta.ff. Interviews would be conducted by the City Administrator and new Office Assistant with
recommendations for hiring coming back to the Council at a future meeting.
Staff is requesting John Beattie be approved as the Skating Supervisor at the current pay rate of
$1 l.10 per hour.
Staff is recommending the Ice Rink Maintenance Worker position only be used as a backup
when the permanent public works staff is not able to attend to the rink maintenance needs. The
annual hours for the position would at least be cut in half.
Fiscal Impact:
For rink attendants,the 2012 starting pay is recommended to be the same as last season,the
minimum wage of$7.25 per hour plus an additional $.25 per hour for each prior year of
experience ($7.50 for a second-year attendant and $7.75 for a third-year attendant.). The skating
supervisor's pay is recommended to be the same as last season at$11.10 per hour.
Using the Ice Rink Maintenance Worker only as a backup is estimated to save $1,500-2,000
annually in park and rec wages.
Options:
1) Authorize staff to advertise for Ice Rink Attendants and complete the interview process.
Approve hiring John Beattie as Skating Supervisor at$11.10 per hour. Approve hiring
Mike White as a backup Ice Rink Maintenance Worker at$13.12 per hour.
2) Approve some but not all of the items listed above.
