Date: April 15, 2014 SCANDIA Re: 201 System Upgrades Background: The Wastewater Committee and staff have been working with several companies to upgrade the 201 Sewer System. The Anderson/Erickson and Bliss 3 and 4 Lift Stations are in the worst condition. The dosing valves and back flow valves are not working. The old control panels are obsolete and parts are becoming hard to find. The alarm systems are also failing. The upgrades would consist of new control panels, actuating valves, pumps, submersible transducers, and a master control station. Radio reads between the lift stations and master station would allow for real time analysis and data collecting with no cellular or phone fees. An alarm system would alert staff to problems that could be diagnosed from a remote site. The pumps will also be replaced because they will use 3 phase power instead of the existing single phase. This will cut down on energy cost and extend the life of the pumps. After narrowing it to two companies, Automatic Systems and Connelly Industrial presented their proposals for upgrading Bliss 3 & 4 and Anderson/Erickson Lift Stations at the March 19, 2014 Wastewater Meeting. Both companies had similar valves and control panels. There were only a few differences in their proposals. Automatic Systems' proposal for $94,918 included the installation of the valves, electrical work, permits, and site preparation for the new control panels. Their proposal also included using Microwave Data Systems (MDS) unlicensed radios that do not require any FCC coordination, licensing, fees, or renewals. This type of radio read will need "line of site" with no obstructions in the way. Connelly Industrial's proposal for $92,583 did not include the permits, electrical work, or site preparation. Connelly Industrial assumes they will be able to install the valves but may need a mechanical contractor if there are problems for an additional fee. Their proposal included low frequency radios that need to be licensed by the FCC for an additional fee. Proposal: The Wastewater Committee and staff are proposing to award the contract for upgrading the 201 Sewer System to Automatic Systems. Issue: What company should be awarded the contract to upgrade the 201 system? Fiscal Impact: The 201 Enterprise Fund has $120,000 for upgrades to the system. $25,000 will be needed to replace the pumps. Options: 1) Award the contract for the 201 System upgrades to Automatic Systems Company for $94,918. 2) Award the contract for the 201 System upgrades to Connelly Industrial Electronics, Incorporated for $92,583. 3) Other options Recommendation: Option 1 Attachments: Quote from Automatic Systems Co.
