Background:
At the August 21,2012 meeting, the Council awarded a contract for 2012 Uptown Wastewater
System Improvements to Septic Check in the amount of$138,693.25. A change order was
approved at the October 16, 2012 meeting that reduced the cost of the project by$13,750.
However, actual costs were $127,067.50 because of some additional work needed.
Issue:
Should the City approve payrnent to Septic Check for$120,714.13?
Proposal Details:
A copy of the pay request is included in your packets. Brain Malm of Bolton & Menk has
reviewed the request for payment of$120,714.13 and found it to be in order. Most of the work
has been completed. However, Brain suggests that we keep some or all of the retainage until
spring to make sure that the grass has been properly seeded and it takes hold.
A few of the items came in over budget such as minor variations in quantities typical of unit
price construction contracts. Brian provided the following summary;
• Bituminous removal and bituminous patch—Increased from 161 SY to 200 SY. We had
estimated this quantity based on the area that needed to be excavated to remove the
existing pump tank. The removal ended up being slightly larger than we expected to get
the pump tank removed and the new manhole installed.
• Sanitary Sewer Manhole— Increased from 8.2 ft to 8.5 ft. We had estimated the height of
the new manhole during design,but it turned out in construction that the existing
connecting pipes were slightly lower than we expected, so the manhole needed to be built
slightly taller.
• Casting assembly— Increased from 4 to 5. When we changed the style of aerobic
treatment unit as a part of the change order, I didn't notice that the new unit had an
additional access riser. This should have been increased as a part of the change order.
Overall, even with the additional access riser and casting, the switch to the different
aerobic treatment unit was still a cost savings.
• 2" Forcemain Pipe—Increased from 60 ft to 65 ft. The exact location of the existing
forcemain pipe at the drainfield was not known. We estimated that 60 ft of new pipe was
necessary to connect the forcemain to the new tank. As it turned out, an additional 5-ft
was necessary to connect to the existing pipe.
• Silt Fence—Increased from 226 ft to 426 ft. We decided to install additional silt fence in
the field to better delineate the construction limits on the church property and at the
drainfield to better protect areas from accidental construction damage.
• Seeding— Increased from 0.2 acres to 0.3 acres. There was slightly more seeding than
we anticipated due to the additional forcemain removal referenced above and at the
church site to adequately restore the disturbed area.
As you can see from the pay estimate several items also came in under budget. The net impact
was an increase from $124,943.25 to $127,067.50.
Fiscal Impact:
$120,714.13 would be paid from the Capital Improvement Fund for the time being.
Options:
1) Approve payment No. 1 to Septic Check for$120,714.13.
2) Take no action at this meeting.
