Background:
At the October 16, 2012 meeting the Council gave staff approval to issue a Request for Proposals
(RFP) for janitorial services for the community center and the warming house. The same
proposal that was issued in 2011 was issued in October with proposals due to the city by noon on
Wednesday,November 14. Four proposals were received by the deadline.
Issue:
Who should the City select as a contractor for janitorial services for the community center and
warming house?
Proposal Details:
A chart summarizing the main points of the proposals is included in your packet. Copies of each
proposal are also included.
Staff is recommending the Council select the proposal from Top Notch Cleaning Services as it is
the lowest bid and meets all of the requested services. Also this contractor will provide his own
cleaning supplies. The references have been contacted and some of the words they used to
describe their service levels were: agreeable, flexible, goes above and beyond,reliable,honest,
and trustworthy.
Fiscal Impact:
$395/month is less than the current $545/month being paid for janitorial services. The only
additional costs incurred would be for waxing the floors or if an emergency were to occur such
as a broken pipe or broken window that would require the contractor to come in on short notice.

Options:
1) Direct staff to contact Top Notch Building Services to compose a contract for janitorial
services that can be brought back to the next Council meeting for approval. Authorize
staff to provide required 60 day notice to Loiselle Building Services to terminate contract.
2) Direct staff to contact another contractor to compose a contract for janitorial services that
can be brought back to the next Council meeting for approval. Authorize staff to provide
required 60 day notice to Loiselle Building Services to terminate contract.
3) Make no changes and stay with existing contractor.

My name is Leah. I am almost thirty years old. �live with Brandon,my significant other,and my four
children. We live at the Oakridge Apartments in Wyoming and are currently managing and caretaking
the two buildings.
My aunt owns a cleaning business and I worked for her off and on for about seven years. Finally this
year, I went off on my own and started my own cleaning services. I do clean residential and commercial
properties.
Backaround and Exnerience with simila�work:
When I was working for my aunt,Brandvn and I cleaned Handi Medical Supply Company located in
Minneapolis.We cleaned eight bathrooms,emptied many waste baskets,dusted all cubicles,and
vacuumed. We went down there two nights a week. Since going off on my own I have cleaned the Hair
Shop located in Wyoming. We did one big clean from ceiling to floor and will now be going in every six
months. I atso clean Forest Lake Floral. We went in and did a big clean. Now I go in every two weeks to
clean a couple bathrooms,kitchenette area and they will be adding a couple offices. I just did an
estimate on Anda Flamenco Company and School located in Minneapolis. We will be cleaning that
dance studio in a few weeks. Also,we have been cleaning our two apartment buildings. We vacuum
and dust halls,clean the entry ways,the laundry rooms and the grounds.We also clean the vacant
apartments and do light maintenance. This is my commercial experience but I do also clean houses.

Detailed Cost Estimate:
I charge$30.00/hr.for commercial cleaning. i came out and looked at your property. I am quite
confident that this job should take 7.5 hours to complete weekfy being done correctly. That comes out
to be$225.00/weekly. I broke it down room by room. The hallway/entryway should take about 30 min.
to clean glass doors,dust the hallway,and clean the drinking fountain,vacuum carpeting and wash the
entry floor. The bathrooms should take about 20 min.for each one to scrub sinks,clean mirrors,
disinfect and clean toilets,empty waste baskets,and replenish soap and pape�supplies. The Hall should
take about 2 hours to clean off tables and chairs,vacuum stage,dust off high speakers,and clean floors.
That's if you would like the floors cleaned every week. The kitchen and bar area would take about 1.5
hours to clean all surfaces,clean and polish the appliances,replenish all paper supplies and
soap/dishwashing products,and to clean all floors. The Heritage room would take about 30 min.to dust
high and low,and to vacuum. The board room would also be about 30 min.to dust high and low and
vacuum. The office should take about 45 min.to dust high and low,empty waste and recycling,and
vacuum. The warming house should be about 30 min.to clean the bathroom and office room,and
empty waste baskets. This would include the monthly high dust and cobwebs,baseboards and notices
cabinet. If we needed to come in after an event to clean the hall,assuming the floors need to be
mopped,l would charge$75.00 a time. As for the floor maintenance and windows,l would just charge
the$30/hr.and we're very honest about our time.We are also very detailed and move quickly. I did
look at the calendar for next year. In the months of March,June,and Sept.there are 5 weekends.If we
come in on Sundays, in these months it would be an extra$225.00 for that extra weekend unless we
change the cleaning schedule for those months. If any extra work or tasks are needed at any time I
would charge$30/hr.for those tasks performed.
Supqlies.nroducts and eaui�meM:
I always bring all my own cleaning supplies including produrts,rags,vacuums,dusters,ect.,unless you
would like certain products used you can let me know. I would assume the city of Scandia would
provide all the paper products,hand soaps,dishwasher detergent,garbage bags and the commercial
mop heads,as I would use the mop and bucket you have for the large floor areas. As for equipment, I
would rent a carpet cleaner once a year at your expense. Also I would rent a floor scrubber when the
floors�eed to be done at your expense. We do know someone who does floar buffing so we could
probably rent his equipment at a cheaper cost. If you have a vacuum,l could either use that one or
bring my own.
Schedule for routine weeklv cleanins:
I would come in to do the weekly routine cleaning every weekend. I will be in either on a Friday night,
Saturday or Sunday. This will be after business hours and while no event is taking place.This way
everything will be cleaned before the office opens on Monday so you can enjoy a clean work area for
the week. I understand the city will give out a calendar for events taking place for the month in
advance. I will coordinate cleaning after an event is done taking place.
Insurence•
At this moment in time I have not been required to have insu�ance. 1 do not have employees. It is just
myself and Brandon. I do understand you require insurance. I have already checked into this and have a
quote with Matt Winn who works for Bolt Insurance agenty. His number is 1-860-777-2677 if you would
like to verify that 1 do have a quote saved. They wanted close to$500.00 up front. I have no problem
obtaining insurance;I just haven't purchased it yet in case I was to not get this contract. If I am the(ucky
one,I promise the day I find out,I will call and get the insurance and provide you with a copy

immediately. Matt said he can email the coverage certificate over to me the day I purchase. So with
that being said,if I am chosen,you will have certificate in hand.
In closing, I would like to add a few things. We are very detailed and hard workers. If you are not happy
with the way the job is being done,I would happily fix any issue that arises. We are flexible and easy to
work with. We are also open to discussing price negotiations. I think my time estimate is pretty
accurate but if it doesn't take the 7.5 hours to clean weekly I will happily only charge for the hours it
does take. I do understand you might alsa be paying out a little more than what you are currently paying
but I can a5sure you everything will be cleaned the right way. Thank you for your time and we hope to

*Initial Cleaning—$325.00
*Please note that all first time customers will receive the deep cleaning to get your facility off to a fresh
start for regular maintenance cleaning. So for us to accomplish our cleaning goals,we MiJST charge an
initial rate to begia
Weekly Maintenance Cleaning—approx 10 hrs per week $800.00 pr. month flat rate/ $9600.00 pr. year
Weekly cleaning-will be performed af�er normal business hours Mon-Fri. between the hours of 4-9pm.
Due to the changing schedule of events�t the Community Center-It is expected that we will monitor the
buildings initially a minimum 2-3 times a week and determine a regular schedule of maintenance cleaning after
we have accessed the need of services. is is normally determined within the first 60 days.
Cleaning of Warming House - $30.00 per cleaning/ lx per week 10-12 weeks $360.00 pr year

This will be billed in full at end of the se�son. Estimated number of cleaning was listed in the RFP letter as
weekly cleaning including pre-and post season.
Items below are considered Extra Serv�ces which are billed separately from Maintenance Cleaning
Party Clean-up—$75.00 per event / (any large paid event rental clean-up) - # of events TBD
A calendar of events is requested to be provided on a monthly basis. Clean-up after a weekend event will
completed prior to weekday business howrs. A 24-hour notice is required for events not listed on the monthly
calendar and services are required.
Floor Maintenance- $50.00 per hr for floo s** / (2x for carpet/4x year for hard floors)— $TBD
Maintenance of floors will be performed over the weekend hours. Time needed to complete this job is to be
determined.
**Our rate includes labor and cost of cleaning chemicals, supplies, equipment, needed for stripping/wax/buff of tile floors
&carpet cleaning. This rate also includes such things as: spot removal;furniture moving; topical treatments etc.
Windows - $3.00 per ane/ Screens - $2.00 per window- $192.00 pr year

This is a proposal for the contrract request made by The City of Scandia for
janitorial services. This is the job I had provided to the Township and now the
City of Scandia over the last 2p plus years. As far as references go, anyone
who has worked for the city can speak for me. I was hired by Dolores Peterson
to take over the duties of Sherman Grandberg who was unable to maintain the
floors at the original town hall. We have since had an addition added to the
building with the kitchen, bath rooms and heritage room.
My business is commercial cleaning for the community. I am self-employed and
downsized to a point of a retir�ment job. I carry liability insurance with Security
State Agency of Scandia -which should supply you with a copy if asked. JoAnn
Buse informed me that my inswrance can be adjusted to meet your need if
necessary. Being self employed I do not have sub-contractors and do the work
myself. This also means 1 clarm to be exempt from Workers Compensation
Insurance. Over the past years I have worked closely with Steve Thorp to adjust
the use of chemicals and supplies for the city. We have locked in on the
supplies so as 1 no longer ne�d to provide any. We have a system established
that only needs to be monitored and 1 believe works just fine. I do own some of
the equipment necessary for the scrub and wax process so the city needs not to
purchase this equipment as long as I do the work.
In terms of scheduling the service I believe it will continue as it did before. 1 will
work with Brenda to keep informed of the calendar of events and respond to the
needs. I will pick-up the additional paid function work schedule as requested.
This work will be done by 10:00 am the following morning as required. I hope to
maintain a good working relationship with the security person at these paid
functions. I have provided an additional service for the city by supervising
community service for the F.L. Youth Bureau. This is a very good service that I
am willing to continue if you so choose. I believe in this program and will reduce
my fee by $5.00 per hour. I can give you a list of past activities or work done.

To qualify my bid I wish to establish a normal condition for the building where by
we can agree the services hav� been preformed to your satisfaction. I believe in
maintaining at a high standard which makes for good working conditions for the
employees, appealing for renting plus ease for maintenance. I also wish to be a
valuable resource in helping to keep maintenance and management informed in
things I see that may need attention. (examples: OSHA issues, health inspector
issues, or equipment failures or items needing attention).
The base cost for the weekly service as listed on your form:
Weekly service will total - $161.00 if paid per week
A monthly total would equal $698.00 (161 x 52=12)
When additional work is required to maintain the normal condition, the
rate per hour witl be $25.00 (which covers S.S. withholding, taxes,
insurances, business expenses and wages.)
The window cleaning fe�will be 4 hours (inside and out)
Carpet cleaning the board room & offices will be 6 hours
During the season 1 hour will be allowed for the warming house.
A full paid function allows $150. for clean-up. I agree to this amount and
will have the hall ready by 10:00 AM the foltowing morning if necessary.
Not mentioned is a scrub and wax of the Hall, Kitchen & Heritage Room.
I can do this when you vaant with you providing the wax of your choice.
